About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs (VA), specifically the Charlie Norwood VA Medical Center in Augusta. The VA is seeking to purchase APX NEXT Two-Way Portable Radios for the new Ambulance Service, with a total estimated cost that is redacted. The radios are specifically required to communicate with local hospitals, law enforcement, fire, and EMS departments in a six-county area, with Motorola being the only compatible vendor through "Augusta Communications".
The justification details the unique technical characteristics of the APX NEXT radios, including 4.5/4.0 watt max amplifier, noise cancellation technology, secure encryption methods, and compatibility with LMR voice, cellular, LTE, and Wi-Fi communications. Limited market research was conducted due to the proprietary nature of the existing radio communications system, which requires specific security key programming. The document recommends a sole source award to Motorola Solutions Inc., noting they are a small business that can meet the government's needs, with the purchase to be made under Simplified Acquisition Procedures and not exceeding the Simplified Acquisition Threshold of $250,000.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Charlie Norwood
(Augusta) VA Medical Center, Network Contracting Office (NCO7), purchase request number
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Emergency Department/Ambulance Services needs APX NEXT Two-Way Portable Radios for the new Ambulance Service being established for the VA Augusta Medical Center. Primarily used to communicate information quickly from one radio to another for emergency services purposes. Paramedics communicate with other local hospitals, law enforcement, fire and EMS in different areas by using the same reliable Motorola Authorized Service Centers, allowing responding to an emergency instantaneously.
The radios are engineered to combine 4.5/4.0 watt max amplifier and custom speakers with noise cancellation technology to suppress feedback and deliver clear communication in a wide range of noisy environments. The radio supports a choice of encryption methods for secure communication, including single-key AES. The APX Next model meets the standards for authorized communication for Emergency Services and merges robust LMR voice with voice and data over cellular, LTE and Wi-Fi, and is both Motorola Certified and Band 14 ready.
The estimated cost for the APX NEXT two-way portable radios and all required accessory components is including delivery.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The APX NEXT radios are effectively the only radios that will suffice given that nearly all public safety entities within the CSRA engage with “Augusta Communications”, a Motorola-only company.
For radios to work effectively with local hospitals and public safety officials including police, fire, and EMS in a six-county area, Paramedics will need Motorola radios.
The APX Next, in our assessment of the technical characteristics, best meets the operational needs of the Emergency Department Ambulance Service.

4. Description of market research conducted and results or statement why it was not conducted: Limited market research was completed since this requirement involves the purchase of APX NEXT portable radios that must be programmed with security keys to be compatible and integrate with the existing radio communications system within the local Augusta area, which has propriety features limiting services to Motorola Authorized Service Centers. Purchasing different radios from a vendor other than the current service contract provider would require additional cost and coordination to ensure the radios would be compatible with other Emergency Services Departments within the CSRA community. Recommend a sole source award to Motorola Solutions Inc., a small business that can meet the government’s needs.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
