About this file

This is an Invitation to Bid letter issued by the Southeastern Pennsylvania Transportation Authority (SEPTA) for the procurement of a Pantograph and Pole Catenary Interface Monitoring System (PPCIMS), identified as Contract No. JAL192590483. The project involves supplying, installing, and commissioning a comprehensive monitoring system to detect and analyze interactions between the overhead catenary system and pantographs on SEPTA's rail vehicles. The system must include wayside monitoring equipment, onboard monitoring components, data acquisition and processing capabilities, integration with existing SEPTA systems, and provision of training and technical support. Bids are due on a specified date, with a pre-bid meeting scheduled to allow potential bidders to ask questions and tour relevant SEPTA facilities. The contract will be awarded to the lowest responsible bidder meeting all specifications, with work to commence following notice to proceed.

The procurement requires bidders to submit detailed technical proposals demonstrating their system's capabilities, including real-time monitoring, data analytics, reporting functions, and compliance with railroad industry standards. Pricing must include all hardware, software, installation, testing, commissioning, training, documentation, and ongoing technical support for a specified warranty period. Bidders must be qualified manufacturers or authorized distributors with proven experience in similar railway monitoring systems. The solicitation indicates that SEPTA seeks a turnkey solution that can integrate with its existing infrastructure and provide actionable insights to improve maintenance planning and system reliability. Minority and Women Business Enterprise (M/WBE) participation goals apply to this contract, and bidders must submit documentation demonstrating good faith efforts to meet these goals.
