About this file

This justification document approves a sole source award for the acquisition of 630 vehicular covers from Transhield, Inc. The Defense Logistics Agency requires the covers, which are made of specialized XT material resistant to extreme environments, for the Stryker vehicle. As the only approved source possessing the required technical data, Transhield is the sole manufacturer able to provide the covers. The justification cites statutory authority to award on a sole source basis when only one source is available. Efforts to publicize the requirement included a market survey and sources sought notice that received no alternative responses. The contracting officer determined the estimated price from Transhield to be fair and reasonable based on contract history.

4. The statutory authority permitting other than full and open competition is:

10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources.

5. If restricted to the only source(s) of supply, include source(s) and CAGE code: Transhield, Inc. (064U8), small business manufacturer, part number M6792XTG.

The use of the authority cited in other than 10. U.S.C. 2304(c)(l) above:

AMC 3: Acquire, for the second or subsequent time, directly from the manufacturer.

The use of the authority cited is based on:

The following AMSC descriptions are-available in DFARS PGI 217.7506 Part 2.

AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.

The product specialist confirmed on January 28, 2020, the AMC/AMSC codes of 3/D are correct for this NIIN and the only approved source for this item is Transhield, Inc. (064U8). The product specialist has indicated that Transhield, Inc.

is the only source that possesses the technical data required to manufacture this item. There are no pending source approvals with the ESA.

This particular cover is made of XT material that provides a custom-fit protection for the Stryker vehicle. XT material withstands extreme environments from intense heat and humidity to brittle cold and snow. The smooth exterior easily sheds water and snow. The interior of the cover is soft, contains a patented VCI technology, which is a class of chemical compounds that emit a rust-inhibiting vapor in the air to inhibit corrosion on a metal surface, and typically eliminates the need for oils and liquid rust preventatives. These covers provide a corrosion reduction rate by 85-95% and has a high moisture removal rate.

6. Efforts to ensure that offers are solicited from as many sources as practicable are: This acquisition will be synopsized for 15 days prior to the solicitation opening and the PR will be solicited on the internet for 30 days, via the DLA Internet Bid Board System (DIBBS).
