1. Identification of the agency and contracting activity.
a. Contracting Activity. U.S. General Services Administration (GSA), Federal
Acquisition Services (FAS), Acquisition Operations Division (AOD), Region 9, 450 Golden
Gate Ave., San Francisco, CA 94102.
b. Requiring Agency. General Services Administration (GSA), Federal Acquisition
Service (FAS), Workplace Management Division, 2200 Crystal Drive, Crystal Plaza 4, Arlington, VA 22202.
2. Nature and/or description of the action being approved.
Approval is requested for a sole source interim Purchase Order for ground transportation services. The period of performance is February 1, 2011 through April 30, 2011. Interim services will be used to meet the minimum transportation needs for the General Services
Administration (GSA), Federal Acquisition Service (FAS), pending solicitation and issuance of a 12-month base period plus four one-year option periods contract. The estimated value of the proposed interim requirement is $34,114.99.
3. Description of the supplies/services required (including the estimated value).
The General Services Administration (GSA), Federal Acquisition Service (FAS) and Federal
Supply Service (FSS) has a recurring need to provide ground transportation services consisting of shuttle, chauffeur and courier transportation services for the FAS Office of the
Commissioner and other Distinguished Visitors within the Washington, D.C., metropolitan area. This action is for a three-month Firm-Fixed Price (FFP) Purchase Order to contract by means other than full and open competition pursuant to FAR 6.302-1 for the period
February 1, 2011 to April 30, 2011. Currently services are being performed by LAM
Associates, Inc., under Purchase Order XX001-XX005 which has no remaining option periods and expires on January 31, 2011. The estimated value of this interim order is
$34,114.99.
4. Identification of justification rationale.
The statutory authority permitting other than full and open competition for the interim
Purchase Order is 10 U.S.C. 2304 (c) (1) Only One Responsible Source and no other
Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1.
5. Demonstration that the proposed contractor’s unique qualification which support the use of this authority.
The contractor LAM Associates, Inc., is particularly qualified to perform the interim Purchase
Order because of their past experience, driver qualifications, current security classification and familiarity of the existing ground transportation needs of the agency. LAM Associates’ is uniquely positioned to provide immediate delivery of services in a cost-effective and efficient manner because the contractor has all the manpower, resources and expertise in place to adequately perform these services for the interim period without incurring any disruption to

J&A For Official Use Only Page 2 of 3 the mission. It is in the best interest of the Government to procure an interim Purchase
Order with LAM Associates, Inc., while the agency completes the solicitation and award of a base plus four one-year optional performance period follow-on contract.
6. A description of efforts made to solicit offers from as many potential sources as is practicable.
The urgency of the timeliness required to prevent an interruption of services precludes competition for this interim Purchase Order. Pursuant to FAR 5.202(a) (2) and (11), a synopsis was not issued. The follow-on procurement will be solicited and awarded under the ordering procedures of FAR 8.405-2.
7. A determination by the ordering activity contracting officer that the order represents the best value.
It is anticipated that the estimated cost of $34,114.99 for this interim Purchase Order forms a Firm-Fixed Price (FFP) amount to provide three-months of ground transportation services to meet the needs of the agency in terms of quality, delivery and timeliness to represent the best value. The anticipated cost is determined to be fair and reasonable based on the following factors: Firm-Fixed Price (FFP) of Purchase Order XX001-XX005, projected hours of 1,157 for two primary drivers and one secondary driver, labor rates based upon a review of the Department of Labor, Wage and Hour Division, Wage Determination 2005-2103, Rev
10, dated 6/15/2010 and four (4) published GSA Federal Supply Schedule (FSS) 48, Special
Item Number (SIN) 411-1, Ground Transportation Services hourly rates.
8. Description of market research.
Market research was conducted on GSA Advantage and the internet. It has been determined that the urgency of the timeliness required to prevent an interruption of transportation services precludes competition for the interim Purchase Order since the follow-on procurement will be solicited in accordance with the ordering procedures of FAR 8.405-2 under Multiple Award Schedule 48, SIN 411-1 in an effort to reach the maximum number of prospective offerors as practicable.
9. Any other facts supporting the use of other than full and open competition.
The contractor shall provide primary and secondary personnel that possess current security clearances for the performance of shuttle and chauffeur services.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
Due to the costs associated with a new company mobilizing to take on this interim requirement and the need for continuing services to preclude degradation in meeting FAS and FSS mission objectives, no other sources were contacted to perform this interim
Purchase Order. However, LAM Associates, Inc., is satisfactorily performing the services and is the only source that can perform and meet the required scheduled interim performance period to maintain the continuity of services with the current order period, which will expire on January 31, 2011.

11. Actions to remove barriers to competition.
Ground transportation services of this type will be solicited and awarded in accordance with
FAR 8.405-2, Ordering Procedures for Services Requiring a Statement of Work, Federal
Supply Schedule (FSS) Multiple Award Schedule (MAS) 48, Transportation, Delivery, and
Relocations Services Schedule, Special Item Number (SIN) 411-1, Ground Transportation
Services as a viable source to foster full and open competition for the follow-on procurement.
12. Recommendations and Certification from Program Office.
