Full screening has been completed which concluded that competition cannot be improved at this time because this part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. Required delivery is 360 days after contract award.

6. Efforts to Obtain Competition: A sources sought outlining this requirement was published in the BetaSams pursuant to FAR 5.201 on . To date no responses have been received. Any sources identified through the BetaSams will receive due consideration as required by law. No effective competition is anticipated for this acquisition based on the reasons set forth in paragraphs 5, 7, and 8. Justification to waive the requirement to synopsize the proposed acquisition is based on the exception identified in FAR 5.202(a)(2).

7. Actions to Increase Competition: The plan for improving and enhancing the competitive status of these items includes publication in the Aviation and Missile Command (AMCOM) Competition Advocate’s Shopping List (CASL), in accordance with FAR 5.404 and publication in the BetaSams in accordance with FAR 5.201. Full screening under the procedures of the Department of Defense Spare Parts Breakout Program, Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 217.75 was conducted. The Acquisition Method Suffix Code (AMSC is coupled with Acquisition Method Code (AMC) to form the Acquisition Method Reason Code (AMRC). Breakout Engineering has assigned an AMRC of “1B” to this effort. AMC “1” states, “Suitable for competitive acquisition for the second or subsequent time.” AMSC “B” states, “This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing or another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.” Re-screening will occur prior to the expiration of the AMC/AMRC on 05 Nov 2023. No orders will be issued unless AMC/AMRC is valid.

8. Market Research: Market Research as defined in FAR 10.001 was conducted by AMCOM based on knowledge of individuals within the requirements community and the market research report-commerciality determination was approved by the Competition Advocate on This item was published in the CASL (a continuous program/method of market research), in . It has been determined that the Government’s needs cannot be met by an item available in the commercial marketplace;

therefore FAR Part 12 will not be utilized.

9. Interested Sources: This item was submitted for publication in the BetaSams in accordance with FAR 5.201 as stated in Paragraph 6 above. Interested sources identified through synopsis will receive due consideration as required by law. Any potential sources, which request the solicitation, will receive the RFP and will be encouraged to submit Source Approval Request (SAR) packages. Procedures for submission of SARs are included in the web site identified in the BetaSams release. To date no sources have written to express an interest.
