DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 646-21-1-233-0016

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Pittsburgh Healthcare System, University Drive Campus, Pittsburgh, PA 15240. PR# 646-21-1-233-0016.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Pittsburgh Healthcare System requires the purchase of multiple Vorum products including a Spectra hand-held optical scanner, Canfit computer-aided design software, Vorum-Essential Orthotic and Prosthetic (O&P) 3D printer, scanner and laptop workstation. This Vorum system offers computer-aided design and manufacturing-aided design capabilities and solutions for the design and fabrication of custom O&P devices. The VISN has requested that VAPHS deploy a state-of-the-art lab to expedite prosthetic care and subsequently reduce costs. The estimated value of this acquisition is $228,488.50.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Vorum Research Corporation is at the forefront of the development of 3D printing solutions for O&P applications. The Spectra handheld optical scanner enables users to electronically capture a high-resolution 3D model of a patient within seconds, without patient contact, thus avoiding risk and discomfort to the patient. Vorum software provides a comprehensive package that enables the design of a full range of O&P devices, allowing for better fitting final devices instead of just molds.

The end result is a lighter, more comfortable device that provides the patient with stiffness and support precisely where required for better treatment outcomes.

No other company has been identified that can provide a system as comprehensive as the Vorum solution. Other companies use a piecemeal approach and try to retrofit existing general-industry products to accommodate use in O&P whereas Vorum custom tailors the system to fit individual techniques and workflow of specific facilities.

The VAPHS currently has medical staff already trained on the functionality and operation of the Vorum system. Introducing a new O&P system will require additional training for medical staff, taking away valuable time needed for patient care. Using a piecemeal type of system could also result in system malfunctions that could create delay in patient care caused by the need to refer Veterans to outside vendors for critical services.

4. Description of market research conducted and results or statement why it was not conducted:

The customer conducted a GSA search for Vorum products and no results were found. Also, a search was conducted via Google for Vorum distributors. One distributor was located in the United States, Friddle’s Orthopedic, a large business. The only other company that manufactures a similar product appears to be in France, and no US distributors were identified.

Market research was also conducted by the Contract Specialist via a Sources Sought posted to SEWP. One response was received from a small business, Transource Computers. The response indicated that the vendor would attempt to propose an equal requirement solution that may or may not align precisely to the brand name referenced in the sources sought.

The same Sources Sought notice was also sent via email to Friddle’s Orthopedic Appliances, the vendor located through the customer’s market research. Friddle’s is the only US-based manufacturer-approved distributor for Vorum Products. Friddle’s indicated that they are unable to fulfill the VAPHS requirement at this time, and the only way to currently obtain the items is directly from the large business manufacturer, Vorum Research Corporation.

A second Sources Sought notice was issued to beta.sam.gov. Two responses were received. One response was from JDK Technologies LLC, a small business; however, the vendor did not confirm in their response if they were able to provide either the brand name or an equal product. The second response was from Grand Slam Universal LLC, a HUBZone small business. This vendor also failed to confirm whether or not they were able to provide either the brand name or equal products.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. .
