LIMITED-SOURCES JUSTIFICATION

(LSJ)

1 Defense Logistics Agency (DLA) Troop Support, Medical Supplier Operations, Electronic Catalog (ECAT) Division, is the contracting activity.

2 This justification is for the acquisition of the Biofire COVID-19 Equipment. These items are currently available under Government Scientific Source (ECAT) contract number SPE2DE19D0004, which expires on March 20, 2024. This is an urgent and compelling need related to the COVID-19 Global Pandemic.

3 The Government has the following requirements for various Biofire Part Number (P/N) for

COVID-19 Equipment. These are Navy requirements urgently needed for COVID 19 testing and diagnostics. The associated part numbers are listed below:

4 This action is being conducted under the authority of the ECAT Multiple Award Schedule

Program. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays. As explained below, the Government’s need for this equipment is extremely time sensitive.

The use of this authority is necessary because of the global shortage of COVID-19 Film Array Systems. Failure to procure Novel Corona Virus 19 (COVID-19) testing equipment, would result in our inability to maintain a healthy and fit to fight Navy corps. A delay in award not only compromises the Department’s ability to respond to this potentially lethal and highly contagious virus, but ultimately may compromise the life and safety of Navy personnel conducting missions both domestically and overseas. More specifically, there will be 15 of the FLM2-ASY-0102R-NVY and 10 of the FLM2-ASY-0001R being delivered to 25 different locations. The statutory authority permitting other than full and open competition is relevant to this procurement because the Film Array Systems will help test to identify patients with COVID-19 symptoms in an effort to help prevent further outbreaks. Any delay in providing the Film Array Systems could cause lasting harm and increase the risk of transmission and exposure. The Biofire FilmArray 2.0 utilizes Polymerase Chain Reaction (PCR) analysis. No other vendor has an existing stock of Film Array Systems available. The PCR Film Array test is used to diagnose those who are currently sick with COVID- 19 virus. The PCR test looks for active genetic material of the COVID-19 virus, which if found,
