Department of Army Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: Product Lead Enterprise Content Collaboration and Messaging (PL EC2M) requests a firm-fixed-price modification to contract W52P1J-17-C- 0041 with AT&T Corp under the Army Unified Capabilities Soft Client Subscription Service (UC SCSS) contract. ACC-RI anticipates award

, Operations and Maintenance Army funds. The acting Program Executive Officer for Enterprise Information Systems approved a combined Acquisition Strategy/Acquisition Plan for UC SCSS on 1 September 2016. An amendment to that document is not required because this procurement is within scope of the approved UC SCSS Strategy/Acquisition Plan, which identified a total anticipated dollar value of

The Acquisition Strategy/Acquisition Plan covered a commercially owned and operated, cloud based, single enterprise level subscription service that would provide integrated voice, video, instant messaging/chat, presence, and screen sharing.

UC SCSS enables collaboration for Non-classified Internet Protocol Router Network and Secret Internet Protocol Router Network Army business users worldwide on desktop and mobile devices. The contract awarded all requirements in the acquisition plan but not all optional contract line items have been exercised. The current contract value is and is not expected to reach more than total value allowed in the Acquisition Strategy/Acquisition Plan. The period of performance in the Acquisition Strategy/Acquisition Plan is not extended by this Justification and Approval (J&A).

3. Description of Supplies/Services: The purpose of this J&A is to add the requirement for AT&T to run the Identity Credential and Access Management (ICAM) solution (which consists of policies, processes, and technologies used to create a trusted digital identity bound to person and non-person entities that are associated with credentials required to access information technology resources such as networks, applications, systems, etc.), Network Operations Center (NOC) and Security Operations Center (SOC), as well as provide Tier 2 support for additional Office 365 (O365) modules, known as Teams. AT&T already provides the ICAM solution, NOC and SOC support for the Skype for Business module for O365 under UC SCSS. The modification supported by this J&A would add additional O365 modules, SharePoint, OneDrive, and Exchange, which were procured by the Army (renewed yearly) through the Joint Enterprise License Agreement (JELA) III. Microsoft now packages SharePoint, OneDrive, and Exchange, together with Skype, into a product it refers to as Teams.

The period of performance is

. This period of performance matches the remaining period under contract W52P1J-17-C-0041; PL EC2M estimates a dollar value of , including options. The majority of the estimate is labor, and is based on services necessary to operate the NOC, SOC, and tenancy management necessary to implement the Teams licenses and software. This estimate is based upon previous deployment of similar software.

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: As described at FAR 6.302-1 (a)(2)(iii)(A) and (B), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements.

ACC-RI competed and awarded UC SCSS in 2017 to AT&T. AT&T’s proposed solution included Skype for Business as the collaboration software. were necessary to set up the NOC and SOC requirement. The next step under UC SCSS was to provide the Skype for Business licenses for deployment. Skype for Business is an older generation of a module under Microsoft O365. PL EC2M previously planned to purchase Skype separately. In 2019, Microsoft proposed its Teams licenses as a bundled price for O365 in their response to the JELA III request for proposal, and the Army awarded the contract in October 2019. The Army has now purchased in O365 module Teams licenses that have been activated and need to be implemented. This contract modification is only to add the additional modules to be supported.

AT&T is the only vendor that can support the Teams licenses as it holds the Army tenant. Management of the tenant is necessary to utilize Microsoft licenses. A tenant is a virtual representation of an organization. Microsoft allows only one tenant per organization and the tenant can only be managed and maintained by a single integrator.

AT&T established the Army tenant through the UC SCSS contract for utilization of Skype.

6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR

5.201. Because this is a sole source action, effective competition is not applicable. The Government will achieve subcontracting competition by assuring adherence to FAR clause 52.244-5, Competition in Subcontracting, which states that the contractor shall select subcontractors on a competitive basis to the maximum practicable extent.

7. Actions to Increase Competition: The O365 service tenant is currently being competed with combined like requirements for Army, Navy, Air Force, and the Defense Information Systems Agency, under a General Services Administration contract vehicle.

This award is pending within the

8. Market Research: PL EC2M performed market research on 23 March 2020. A request for information was made to Microsoft and to Defense Information Systems Agency, Air Force, United States Army Corp of Engineers to confirm how the tenancy works for all of DoD under the Microsoft products in order to verify that no vendor other than AT&T can support the Army’s O365 requirement. The information received revealed the Army tenant consists of a dedicated instance of Azure Active Directory (AAD) that the Army received when it contracted through AT&T. Market research shows that Microsoft changed to the tenant approach to increase security.
