About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency Land Warren (DLA-WRN). The procurement is for a Generator, Alternating Current (NSN 2920-01-515-6764) specifically designed for the High Mobility Artillery Rocket System (HIMARS), to be awarded to C.E. Niehoff & Co. The contract is a firm-fixed-price, three-year, indefinite delivery-indefinite quantity contract with a minimum quantity of 15 and maximum quantity of 270 units.

Niehoff is the sole qualified manufacturer for this specialized generator, which has unique performance requirements including 300 amperes output, dual voltage control, specific torque and weight specifications, and resistance to fungus, dust, and sand. Market research conducted in September 2024 found no alternative suppliers capable of providing a direct replacement without significant integration and testing. The government determined that reverse engineering the generator would cost approximately $4.5M and take 30 months, making it impractical to pursue competitive sourcing. The contract will be awarded under the authority of 10 U.S.C. 3204(a)(1) for only one responsible source.

SPRDL1-25-R-0015 (JA-00937)

Previous J&A - SPRDL1-20-R-0049 available Government controlled drawing is the top level, source controlled, Generator, Alternating Current drawing 12485764, which is insufficient to reproduce the assembly.

Niehoff is the only qualified manufacturer of this Generator, Alternating Current which was designed specifically for the HIMARS. This part has tailored space claim, interfaces, and performance requirements that are unique to the HIMARS. The Generator, Alternating Current must provide up to full alternator output 300 amperes on demand to either 12- or 24-volt load requirements. Additionally, the dual voltage control system must be capable of maintaining equalization battery charge and provide for separate voltage regulation for the batteries of each voltage system. The Generator, Alternating Current cannot exceed 90 pounds in weight. The Generator, Alternating Current must provide peak torque at 72 +/- 5 Fahrenheit (F) ambient temperature 359 pound-inch (lb.-in) minimum at 2,000 +/- 25 Revolutions Per Minute (RPM) and output of 286 ampere minimum load at 28.0 +/- 0.5 Voltage Direct current (VDC). The Generator, Alternating Current must have fungus resistance, dust resistance, and sand resistance. The Generator, Alternating Current must include a soft start feature which incorporates a time delay such that the output current must increase incrementally until it achieves its rated limit between four and six seconds after the energize signal is applied to the Generator, Alternating Current. Having this part made by an unqualified source would run the risk of batteries and vehicle electrical components not getting the power they need to operate. Niehoff has designed, built, and successfully completed testing of the unit to meet the performance requirements listed on drawing 12485764.

Niehoff is the Original Equipment Manufacturer (OEM) for this Generator, Alternating Current and directly coordinated with BAE Systems (OEM at that time) for design, integration, testing, and validation. Niehoff retains the technical expertise of the Generator, Alternating Current along with a proven track record to deliver as they have been awarded numerous contract orders for this part.

Due to the limited technical data available on the Generator, Alternating Current, Reverse Engineering (RE) is the only recourse for the Government to increase competition through development of a competitive build to print TDP. A significant amount of time and money would be necessary to reverse engineer, procure and test prototypes, and release the design. The Ground Vehicle Systems Center (GVSC) Medium Tactical Trucks and Trailers Sustainment Team has estimated the effort that would be required to reverse engineer this transmission based on conversations with Subject Matter Experts in Reverse Engineering, Test & Evaluation, and Quality Engineering. The cost to Reverse Engineer the unit is estimated at $4.5M and 30 months (2.5 years) to complete. Reverse Engineering (RE): To reverse engineer, validate the design, procure prototypes for testing, and release a competitive data package would entail a significant amount of time, facility resources, man-hours, and funding. Based on previous development experience and coordination with Family of Medium Tactical Vehicles and HIMARS Engineering Subject Matter Experts, the estimated cost to develop a reverse engineered, competitive product is $4.5M and 30 months (2.5 years). Required funding would include $2.5M for personnel to support RE

b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 7 October 2024 and was open for 15 days. No responses were received.

In September 2024, GVSC Engineering conducted a computer-based online search of known Generator, Alternating Current suppliers looking for published material on a new built Generator, Alternating Current.

Keyword(s): Alternator 300 Amp Dual Voltage; HIMARS alternator; Military alternator;

Heavy duty alternator.

Links used to conduct market research are listed below:

Findings: The results of this search did not produce any new companies that would provide a direct replacement Generator, Alternating Current for the HIMARS that is 100% new and could be installed in the HIMARS without considerable time and effort to adapt the new components. Additionally, internet searches did not yield any products that meet the exact performance specs of the existing Generator, Alternating Current.

The Generator, Alternating Current must provide up to full alternator output 300 amperes on demand to either 12- or 24-volt load requirements. Additionally, the dual voltage control system must be capable of maintaining equalization battery charge and provide for separate voltage regulation for the batteries of each voltage system.
