SPRDL1-21-R-0078 (JA-00436)

No Previous J&A competition for this effort is 10 United States Code (U.S.C.) 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The crankshaft damper is an integral part of the AVDS-1790 8CR Engine. The damper housing is a multi-purpose solid aluminum casting which mounts to the front end of the engine block opposite to the flywheel. The damper housing contains the lubricating oil filters, oil pressure regulator and oil filter by-pass valve and therefore is a critical component of the engine s lubrication oil circuit.

The housing also serves as a viscous dampener to mitigate the torsional vibration or harmonics that are combined result of the engine s combustion cycle and firing order.

Without the dampening of these harmonics, engine failure would occur.

L3 Technologies, Inc. has proven the ability to manufacture a damper housing that can successfully meet the North Atlantic Treaty Organization (NATO) requirement for successful completion of NATO Laboratory Test for Gas Turbine Engines AEP-5, Allied Engineering Publication while operating on an AVDS-1790 8CR Engine. This test is required for components that are critical for engine/vehicle operation and crew safety.

Malfunction of the AVDS-1790 8CR diesel engine due to poorly manufactured damper housing assemblies could result in significant loss of equipment and life due to fire caused by a crack(s) in the multiple oil passages or excessive engine harmonics leading to engine failure and subsequently the vehicle’s inability to move the crew to safety under power. L3 Technologies, Inc. has proven that they are able to deliver a damper housing of sufficient quality in support of the AVDS-1790 8CR diesel engines. If another possible source of supply for this item was identified, qualification testing would be required.

A fully developed, build-to-print Technical Data Package (TDP) of the damper housing is not available. Only L3 Technologies, Inc. has the experience and capability to manufacture a damper housing that can withstand the 400 hr. NATO endurance test within an AVDS-1790 8CR Engine. A reverse engineering effort to develop a fully mature TDP is estimated to cost $1.58M and would require 24 months to develop.

Additionally, testing of the reverse engineered engine block would require successful completion of the 400 hr. NATO and vehicle level durability testing required to prove out the technical data. If manufactured by a new source, the required vehicle level testing is estimated at $3.28M (Reliability, Availability, and Maintainability (RAM), NATO 400 hr., Full Load Cooling and Cold Test) and will take approximately 32 months to complete without any major issues.

A cost estimate breakdown is as follows:

Reverse Engineering Effort:

Development of TDP Obtain sample set of four damper housings: $24K Obtain 2 AVDS-1790 8CR Engines for 400 hr. dynamometer testing: $880K Technical data development: $200K testing efforts.

8. Market Research: A Sources Sought Notice was posted to beta.SAM.gov on 6/3/2021 and was open for 15 days. No responses were received.

Market research was performed by DEVCOM Heavy Combat Sustainment Engineering on 5/25/2021 by reviewing on-line vendor catalogs and available product literature published by Vibratech TVD, and ATI Damper Technology to determine if commercial items or non-developmental items are available to meet Government's needs or could be modified to meet the Government's needs. While these two sources have the ability to manufacture crankshaft dampers that could theoretically be used as solutions in the M88 AVDS engines, their existing crankshaft dampers are not specifically tailored to the torsional vibration frequency which is unique to the AVDS-1790 8CR air-cooled diesel application. Additionally, neither Vibratech TVD nor ATI Damper Technology currently manufacture crankshaft dampers designed with the precise dimensional geometry and bolt-pattern needed for this particular application. Finally, since neither of these sources have produced this specific item for the M88 they have not completed the necessary testing to become a qualified source.

Keywords searched: Viscous fluid dampers for internal combustion engines

Website: http://www.vibratechtvd.com/torsional-dampers#crankshaft Findings: No solutions found specific to the unique harmonics of the AVDS-1790. One suitable for the AVDS-1790 would need to be developed.

Website: http://www.atiracing.com/products/dampers/damper_tech.htm Findings: Non-Viscous application not suitable for any AVDS-1790

9. Interested Sources: To date no additional sources have expressed interest in this item.

No responses from interested manufacturing sources have been received to date.
