About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) submitted by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation number SPE7MC26R0002.
The acquisition seeks to procure 34 units of valve, flow control components (NSN 4820-01-479-5889, Arleigh Burke Class DDG end item) on a firm-fixed-price basis. The justification restricts the procurement to a single source—Leslie Controls (CAGE 35795)—based on the requirement for form, fit, and functionally interchangeable spare parts that are only available from this manufacturer and approved by the design control activity. The authority cited is 10 U.S.C. 3204(a)(1) under AMC 3 (acquire directly from the manufacturer for the second or subsequent time), with AMSC D designation indicating that competitive acquisition data is not physically or economically available and adequate specifications cannot be drafted for competition. Market research was conducted from October 21 to November 23, 2025, contacting only Leslie Controls, who responded; procurement history review yielded no other sources. The acquisition will be synopsized on November 28, 2025, for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The justification was signed by the Contracting Officer on November 20, 2025, and approved by the Competition Advocate on November 21, 2025. Approval is required from the Competition Advocate for acquisitions valued over $900,000 to $20,000,000. The technical certification by the Product Specialist is attached.
