About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Land and Maritime for a battery, storage contract. The solicitation (SPE7LX-25-R-X032) is for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 3-year base period and 2 option years, targeting Black Hawk helicopter battery storage systems (NSN 6140-01-560-7240). The estimated base value is redacted, with a total contract value including options also obscured.
The procurement is limited to four approved sources: Bren-Tronics Defense LLC, Ultralife Corp., BAE Systems Controls Inc., and BAE Systems Information and Electronic Systems Integration Inc. The justification cites AMSC R code, indicating the government does not own the data rights to purchase from additional sources. DLA will synopsize the acquisition on 05/05/2025 for 15 days and post the solicitation to the DLA Internet Bid Board System for 30 days. A market survey was conducted from November 2024 to April 2025, and the solicitation includes a procurement note allowing alternate offers to encourage future competition. The contract specialist certified the document on 05/02/2025, with competition advocate approval on 05/13/2025.
