Justification and Approval for Other Than Full and

Open Competition

1. Contracting Activity: Colorado Army National Guard (COARNG), United States Property and Fiscal Office for Colorado-Purchasing and Contracting (USPFO-CO, P&C), 660 S. Aspen Street Aurora, Colorado 80011-9567.

2. Description of Action: The COARNG requests a firm-fixed priced logical follow-on contract for additional work to be performed in conjunction with ongoing construction of the Space Battalion Readiness Center located at Fort Carson, Colorado. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition regulation Supplement 207.103(d)(i).

3. Description of Supplies/Services:

a) CN #18: (PCO #30) Add a reduced amount of landscaping based off original design; this was a reduced scope based upon the option line item #8 from the original solicitation, not executed in the awarded contract. This change order would add minimal landscaping around the main entrance to the sidewalk adjacent to the POV parking lot. Including additional concrete flatwork around the entrance and Northside of the facility to connect entry walkways for safety and add an additional hose bib along the east end of the facility.

In order to provide a cost savings to the government and avoid re-vegetation costs the COARNG must incorporate this change now.

b) CN #19: (PCO #’s 37, 45-49):

1. CN #19-1 (PCO #47): Due to recent changes in the units mission requirements, the Team Rooms and Collaboration suite will need to increase the level of protection to meet the units/users open storage requirements (upgrade from closed storage to Open Storage). As per the ICD 705, the COARNG will need to install security bars in at 2 locations in the HVAC ductwork and a lockable access viewing port to meet open storage requirements for the Collaboration Suite and Team Rooms. In order to provide a cost savings to the government and avoid re-work costs, the COARNG must incorporate this change now.

2. CN #19-2 (PCO #48): Due to recent changes in the units mission requirements, the COARNG will need to install one (1) additional power drop and one (1) additional network drop in collaboration (Room #2108) space along east wall; (Add 1 quad power drops and provide an additional quad (4 ports) network port and rearrange network SIPR/NIPR ports along the east wall to match the “2nd Floor Collaboration Suite Redesign Proposal II” attachment layout provided). Adjust location of uni-strut rack in team storage units along West wall giving easier access into storage room #’s 2210 & 2107. Additionally, in order to support the unit’s logistics, the Tool Storage (Room #1304) requires 2 additional quad power drops and 2 network NIPR ports in order to support Motor Pool and PMCS operations. In order to provide a cost savings to the government and avoid re-work later, the COARNG must incorporate this

this change now.

3. CN #19-3 (PCO #46): Due to recent changes in the units mission requirements, the COARNG G6 will not be providing drop screens for AV equipment as the maintenance, repair, and usability are no longer efficient for use in COARNG Readiness Facilities. In order to provide reduced maintenance costs, the COARNG would like to provide "Wall-Talker" laminate along the North Walls in the classrooms on the 2nd Floor (Room #'s 2225 & 2226). This laminate will requires a Level 5 finish of the drywall, current wall is at a level 4. The change will provide both a writable dry erase surface and a projectable surface for the projector. In order to provide a cost savings to the government and avoid re-work costs later, the COARNG must incorporate this change now.

4. CN #19-4 (PCO #49): Due to recent changes in the units mission requirements, the COARNG will need to add four (4) single mode fiber runs from the IDF room (2221) into our team storage rooms (Room #'s 2210 & 2107). The fibers are needed are the result of mission op-tempo increase. During design, the intent was to use switches in their deployable network server boxes (GBSs and GWSs), which don't require a fiber connection back to the IDF, since the network was to be provided via satellite connections. Currently, the unit is slated to utilize both Ft. Carson Tactical NIPR and SIPR, in addition to COARNG NIPR and SIPR and require fiber trunks to support these networks going to both storage rooms to branch into the team rooms/collaboration suite/training bay. In order to provide a cost savings to the government and avoid re-work costs later, the COARNG must incorporate this change now.

4. Authority Cited: The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: Providing the items in paragraph 3.a. above, will allow future cost savings to the government from repair/maintenance on main entry walkways and provide additional safety protection for users entering and exiting the facility during inclement weather.

Regarding 3.b.1. above, adding additional security protections will allow future cost savings to the government from re-work associated with the install of the man-bars and view ports after the facility is completed. Regarding 3.b.2. above, adding network/power ports will allow future cost savings to the government from re-work associated with the install of network/power ports to meet the units mission requirements. Regarding 3.b.3 above, the G6 has determined to remove the projector drop screen as the purchase and install has been an increased maintenance/repair cost to the government in other facilities. The requirement of having a surface to project/write on still remains, by installing “Wall Talkers” within the classroom this will reduce the maintenance and repair costs, while meeting the user’s requirements. Regarding 3.b.4. above, adding four single mode fiber runs will allow future cost savings to the government from re-work associated with the install of these networks to meet the units mission requirements.

FOR OFFICIAL USE ONLY

In all, award to any other source will result in duplication of cost to the Government that is not expected to be recovered through competition. Unacceptable delays and rework to fulfill the agency’s requirement may also occur.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered and addressed.

7. Actions to Increase Competition: Competition will be conducted in accordance with FAR procedures for all new requirements, unless otherwise substantiated and justified.

8. Market Research: Market research was conducted for the initial award of W912LC-19-C- 0001.

9. Interested Sources: To date, no other sources have written to express an interest.

10. Other Facts: The following facts are identified:

a. With the current contractor mobilized on site, adding these items provides a cost savings to the government in the long run. There is an immediate cost savings to the government by eliminating an additional contractor mobilization fee and any associated re-work after project completion.
