About this file
This document provides details regarding a sole source justification and determination of fair and reasonable pricing for solicitation N68335-24-C-0030 for an Aircraft Ship Integrated Securing and Traversing System. The Naval Air Warfare Center Naval Air Systems Command posted a Sources Sought notice on February 7, 2023 with responses due February 23, 2023, and also synopsized the proposed contract on SAM.gov on February 27, 2023 closing responses on March 14, 2023. No responses were received to either notice. Based on market research, the assessment is that the only contractor that can meet requirements for ASIST Systems and components within the required schedule and reasonable cost is CCC/Indal, as Indal is the original equipment manufacturer. The Contracting Officer has determined the anticipated cost to the Government will be fair and reasonable. If another potential source emerges, the Naval Air Warfare Center will assess whether competition is feasible.

Text version
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 206.302-1, and in an effort to identify possible sources for the requirement, NAWC-AD posted a Sources Sought notice/Request for Information (RFI) to the System for Award Management (SAM) website under notice N6833523RFI0325 on 7 February 2023 with a response date of 23 February 2023. No responses were received from industry.
Furthermore, in accordance with FAR 5.203, the proposed contract effort was synopsized on the SAM.gov website on 27 February 2023 stating the Government’s intention to sole source this effort to CCC, which closed on 14 March 2023. No inquiries were received. However, the PCO will evaluate any future responses received prior to award.
Based on all the market research conducted by NAWC-AD, the ASIST technical team has assessed that the only vendor at this time that can meet the U.S. Government requirements for ASIST Systems and components is CCC / Indal. Indal is the OEM, as stated above, and accordingly is the only known contractor that can provide the requirement in the required schedule within a reasonable cost. No additional market research was conducted because it is not practicable, for the reasons discussed in Paragraph five (5) above, for any company other than CCC / Indal to provide the required supplies.
7. Determination of Fair and Reasonable Cost:
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition:
If another potential source emerges, NAWC-AD will assess whether competition for requirements is feasible.
