JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION SPE7L0-21-R-0007
ORIGINAL
ADDENDUM (attach copy of original J & A for add-ons or revisions)
1. The Defense Logistics Agency, DLA Land and Maritime is the contracting activity.
2. The action being approved is the acquisition of supplies for an Indefinite Quantity Contract (IQC) on other than a full and open competition basis. This is necessary because the Government either lacks complete technical data required to manufacture the supplies or must restrict sources due to the criticality of the part. The rationale specific to this item is detailed by its Acquisition Method Suffix Code (AMSC) as stated below in paragraph 4.
3. The supplies required to meet the using activity's needs are described as follows:
NSN ITEM
UNIT ADQ UNIT
PRICE ADV AMSC
2540-01-612-
Mirror Assembly, Rear EA 57 B
ESTIMATED BASE (3 YEAR) VALUE:
ESTIMATED TOTAL (5YEAR) VALUE (BASE + 2 ONE YEAR OPTION):
MAXIMUM CONTRACT VALUE:
The item is used on the following weapon systems: Multiple Launch Rocket System
The proposed action is for the solicitation and award of a Firm, Fixed Price (FFP), Long Term Contract (LTC), with a projected length of five (5) years, to consist of three (3) base years and two
(2) one year (1 year) option periods. The option years may be exercised at the discretion of the Government.
4. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) Available from only one or a limited number of sources.
The use of the authority cited above is supported by the following Acquisition Method Code (AMC) and Acquisition Method Suffix Code (AMSC) of the NSN; which were confirmed as accurate by the Land Product Specialist on 1/11/2021. (See Attachment #1)
5. AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in
Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
A multiple rocket launcher (MRL) or multiple launch rocket system (MLRS) is a type of rocket artillery system that contains multiple launchers which assembled onto a same platform, and shoots its rocket ordnance in a fashion similar to a volley gun. Rockets are self-propelled in flight and have different capabilities than conventional artillery shells, such as longer effective range, lower recoil, typically considerably higher payload than a similarly sized artillery platform, or even carrying multiple warheads.
The multiple launch rocket system is a high-mobility automatic system based on an M270 weapons platform. MLRS fires surface-to-surface rockets and the army tactical missile system (ATACMS).
Without leaving the cab, the crew of three (driver, gunner and section chief) can fire up to 12 MLRS rockets in fewer than 60 seconds.
The MLRS launcher unit comprises an M270 launcher loaded with 12 rockets, packaged in two six-rocket pods. The launcher, which is mounted on a stretched Bradley chassis, is a highly automated self-loading and self-aiming system. It contains a fire control computer that integrates the vehicle and rocket-launching operations.
The rockets can be fired individually or in ripples of two to 12. Accuracy is maintained in all firing modes because the computer re-aims the launcher between rounds.
Mirror Assembly, Rear has one supplier is listed as an Active supplier for this NSN. Of the active suppliers, only one supplier is deemed design controlled or valid supply parts. This NSN is unique to one weapons system which is the Multiple Launch Rocket System (MLRS). Item usually has a frame and brackets and/or arms. Used for adjustable mounting in a position to reflect visibility in a specified direction.
Special features of this item are mirror mounting bar measurements in length is 11.25, DIA-0.250 90, degree bend 5.15 inches into the mount; mount for the bar to slide length 2.76 X 276, high 1.95, outside mounting bracket with 4 mounting bolts, mirror shape is rectangular, steel material, outside frame width is 7.07 inches, and length 11.32.
The source listed in the table below, confirmed by the DLA Land and Maritime Product Specialist on 1/12/2021 during the technical review, is currently the only source approved to manufacture the item. The Product Specialist also certifies that the supporting data is complete and accurate, in addition to the statement indicating that the approved source and AMS/AMSC codes are correct.
The listed source is the only source that possesses the complete technical data, rights to the data, and capability necessary to manufacture the item for the required form, fit, function and quality.
The Government either has no data, inadequate data, and/or lacks rights to the data needed to acquire this part from additional manufacturing sources. At this time, only the source listed possess the complete data and rights to the data.
