About this file

This document contains a justification and approval for other than full and open competition and a related federal contract opportunity notice. The Naval Medical Logistics Command awarded a sole source contract to JDSAT, Inc. to provide ad hoc COVID-19 analytics and develop a strategic planning process for the Naval Health Research Center. The period of performance is 4.5 months beginning May 15, 2020. Services include data collection, analysis, process documentation, and communication to support COVID-19 response planning and establish a long-term strategic planning framework. The contractor requires access to classified networks and systems along with government equipment. Deliverables are a program plan, monthly reports, and a final report briefing. The authority for the sole source award is an increased micro-purchase threshold and simplified acquisition threshold for COVID-19 emergency activities.
