Each facility will fund their portion of the contract:
Wichita: 491-22-2-1025-0018; Topeka: 491-22-2-1025-0017; Leavenworth: 491-22-2-1025-0016;
Kansas City: 491-22-2-1025-0014; Columbia: 491-22-2-1025-0012; St. Louis: 491-22-2-1025-0019;
Marion and Evansville: 491-22-2-1025-0013; Poplar Bluff: 491-22-2-1025-0015.
2. Nature and/or Description of the Action Being Processed: Request for a brand name acquisition to upgrade the Philips PIIC iX bedside patient monitoring equipment and to purchase two new orbital consolidated Philips IntelliBridge Interface Engines (IBE) within VISN 15. The Philips PIIC iX Monitoring system is standardized across VISN 15 in all patient monitoring areas, including telemetry locations. This is to be solicited as a new firm-fixed-price contract.
3. Description of Supplies/Services Required to Meet the Agencys Needs: Provide all new bedside monitoring devices that seamlessly integrate with the existing Philips PIIC iX system. The existing Philips PIIC iX monitoring system provides a compreshensive patient monitoring platform across the continuum of care within VISN 15. This includes central stations which offer powerful clinical decision support tools, early warning scoring and advanced algorithms to identify critical patient events.
Upgrade and reconfigure existing system into two orbital (Eastern and Western) and redundant IBE environments which will allow the bedside monitors to communicate with Electronic Health Record (EHR) platforms. Philips PIIC iX is intergratable with multiple EHR vendors including Cerner, Philips ICCA, and Draeger Innovian using their IBE platform, of which VISN 15 already has an installed base.
The IBEs shall include test environments and failover capability.

The total estimated cost of all equipment requested: $17,266,621.24. Delivery and scheduling of installation is estimated to be 12 months for completion of all facilities.
4. Statutory Authority Permitting Other than Full and Open Competition:
(X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1;
5. Demonstration that the Contractors Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VISN 15 standardized to all Philips patient monitors after a General Services Administration (GSA) Federal Supply Schedule (FSS) competitive procurement in 2013, V797P-2238D/VA255-13-F-4066. Maintenance of that system has been accomplished under various GSA FSS and Government Wide Acquisition Contract (GWAC) delivery and task orders to authorized Service-Disabled, Veteran-Owned Business (SDVOSB) authorized Philips resellers.
The Philips PIIC iX Monitoring System is a highly specialized hardward and software platform that allows nurses and physicians to monitor and assess a patients physiological data. The Philips physiological monitoring system is a major system that is used throughout all VISN 15 Medical Centers. Any new equipment must be compatible with the existing Philips brand equipment. There are no known brands of equipment, other than Philips, that are compatible with the Philips PIIC iX Monitoring System. If VISN 15 were to change brands, all the front-end hardware, servers, and software would have to be replaced by another manufacturers product. This acquisition is not a complete replacement of the system, but rather an upgrade to certain pieces of equipment and software in support of the Electronic Healthcare Record Modernization (EHRM) initiative. Not all of the system hardware is at its end of useful life. A complete replacement of our VISN-wide Physiological Monitoring System(s) would result in additional costs exceeding $13.7M. This cost was determined by valuing the replacement cost of existing equipment that will remain in use. Replacing the system with another brand would result in a substantial duplication of cost that is not expected to be recovered through competition. Additionally, it would take an estimated two years to complete an entire replacement of the systems. This replacement would result in an unacceptable delay in fulfilling the VISNs requirements. The use of the Philips brand name description is essential to the Governments requirements, thereby precluding consideration of a product manufacturered by another company.

NAICS 334510 is on the NAICS Class Waiver list and the market research conducted supports setting aside the procurement to an SDVOSB. In the interest of the of the VA rule of two, competition shall be restricted to authorized, capable, and interested SDVOSB vendors.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Market research was conducted by the VA. VISN 15 sought to identify, through market research, any vendors that could supply Philips Bedside monitors and IBEs. A letter was obtained from Philips indicating that only authorized distributors or resellers were able to provide the items being requested and that there are two SDVOSB authorized distributors of Philips. A sources sought synopsis was posted on three different government points of entry (GPEs), System for Award Management Contract Opportunities (SAM), GSA eBuy, and Defense Logistic Agencys Scientific and Engineering Workstation Procurement (SEWP) site. Two verified SDVOSBs responded to the sources sought as capable and interested in submitting a proposal, making it possible to set the acquisition aside for SDVOSBs in accordance with 38 U.S. Code § 8127(d) Small business concerns owned and controlled by Veterans: Use of Restricted Competition.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable:
The Contracting Officer (CO) will primarily rely on the forces of competition to determine the price to be fair and reasonable. Additionally, the CO may use a comparison of prices offered to those offered under a GSA Schedule or SEWP contract for the same or similar items as well as other price analysis techniques identified in FAR 15.404-1(b)(2) to determine prices offered to be fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
The Governments technical experts and Contracting Officer conducted market research from March June 2022. The market research encompassed reviewing the following to identify products that would be compatible with Philips PIIC iX Monitoring System: Reviewing the acquisition history, Querying the Vendor Information Pages (VIP) to identify any VOSB/SDVOSBs, interviewed Subject Matter Experts at the VHA to obtain known sources and products, contacting the manufacturer to obtain a list of authorized distributors and to identify any compatible products, searching SAM, GSA eBuy, SEWP GWAC, VA Strategic Acquisition Centers Agency Wide contracts, VAs High Tech Medical Equipment contracts, and Federal Procurement Data System (FPDS) to find authorized disbtibutors of Philips products. Additionally, a sources sought synopsis was published on SAM Contract Opportunities, GSA eBuy, and SEWP GPEs. This market research resulted in two SDVOSBs responding as capable and interested in performing the work. No other sources were identified that could provide the products and services requested.
The items being acquired are manufactured outside the United States. The Buy American Statute will apply. The Trade Agreements Act is not applicable when awarding to a Small Business per FAR 25.401(a)(1). A Waiver to the Buy American Statute will be sought.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None.
Effective Date: 02/01/22 Page 6 of 7
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Four Points Technology, LLC 14900 Conference Center Dr, Ste 100 Chantilly, VA 20151-3834
Alliant Enterprises, LLC 2140 Oak Industrial Dr NE Grand Rapids, MI 49505-6014
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required:
Medical Equipment is high tech and proprietary in nature and generally manufacturers products are not cross compatible. The Contracting Officer will recommend that the using service continue to survey the market for products that may be compatible with Philips brand to obtain competition.
Additionally, when the system reaches its end of useful life and a replacement system is sought, a competitive acquisition will be planned.
