DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-21-AP-4286
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon VA Medical Center, 1700 S.
Lincoln Avenue, Lebanon, PA 17042. PR# 642-21-4-315-0320.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Corporal Michael J. Crescenz VA Medical Center requires the brand name only purchase of an upgrade to the existing Phillips PIC iX equipment (Patient Information Center iX Central Monitoring).
The total estimated price for the proposed action is $136,470.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The CMCVAMC requires an upgrade to the existing Phillips PIC iX physiological monitoring equipment. This monitoring system facilitates visibility into patient conditions, assisting clinical staff in early identification of potential issues to make informed clinical decisions. With the PIC iX, a patient’s history can be monitored across the continuum of care, from admission to discharge, and communicates that patient data directly to clinical staff wherever they access the system. This requirement includes an upgrade to the existing software system and servers, an increase in the number of surveillance sectors, and an upgrade to the existing surveillance sectors. Without the upgrade, the current monitoring system cannot be expanded to ensure full coverage in the Emergency Room for central monitoring of all patients regardless of the room to which they are assigned. CMCVAMC currently uses Philips Physiological Monitoring in all other acute care areas.
Phillips is the only source that manufacturers components compatible with the existing Physiological Monitoring system. Because the current Phillips system is proprietary, failure to acquire Philips components for the upgrade would leave the VA without the necessary central monitoring communication tools for daily operations throughout the Medical Center Operating Rooms, MICU, SICU, Telemetry Coverage in Medical/Surgical Wards, Cardiology, and the Emergency Department.
The procurement of an alternate system would require a full refresh to the existing Phillips Physiological Monitoring System that was procured just two years ago.
4. Description of market research conducted and results or statement why it was not conducted:
The Contract Specialist posted a sources sought to NASA SEWP. One response was received, from Four Points Technology, an SDVOSB. Four Points indicates they are capable of fulfilling the brand-name requirement.
The Contract Specialist posted a second sources sought to SAM and GSA. Two responses were received from the SAM posting; no responses were received for the GSA Posting. Four Points Technology also responded to the SAM posting. Alliant Healthcare, also an SDVOSB, indicates they are capable of fulfilling the brand-name requirement. Both vendors are verified partners of Phillips Healthcare. Phillips Healthcare is also able to provide the necessary equipment directly.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
