5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority
The Robert J Dole VAMC was awarded a Siemens MRI for new construction installation. After searching and discussions with staff, it was in the best interest to rent a mobile MRI unit the same modality as procured. The staff were concerned about having to be training on a different unit than the one being installed. Errors were a fear with patient care coming from an old model MRI and then potentially having a different model than what was procured in between the construction timeline.
Siemens is the logical choice to increase confidence and speed in training plus the added benefit that once the new Siemens MRI is installed, staff will be immediately up to speed on the new modality after having used one during the construction phase of the project. Acquiring a Siemens brand MRI, identical to the system being installed will enable staff to transition to full capacity when construction is completed.
The benefits of obtaining Siemens brand MRI Trailer will significantly enhance patient care during the transition period, minimize training cost, and provide staff with familiarity to the equipment being installed with the new construction.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
There are limited numbers of Small Business with capabilities to fulfill this requirement. A Small Business Set Aside solicitation will provide adequate competition.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable
The Contracting Officer will determine the price to be fair and reasonable prior to award in accordance with FAR 13.106-3(a). Price reasonableness will be determined by competition, pricing on similar contract, or the IGCE.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted
OFOC SOP Revision 11 Original Date: 03/22/11 Revision 11 Date: 02/11/2021
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
A Siemens MRI was procured for install at the Wichita VAMC, logic would dictate that’s Siemens mobile unit be used for mobile scanning to ensure training practices and usage are fluent in transition to the new Siemens unit being installed and avoid cross training errors by staff. Siemens operating system is significantly different than the current modality being removed, and a Siemens mobile unit will ensure training has been completed and met before go live on a new Siemens MRI.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to
Competition before Making subsequent acquisitions for the supplies or services required:
This requirement will be solicited in the Open Market as Small Business Set Aside to maximize competition.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
