About this file
This is a Department of the Air Force Justification and Approval for Other Than Full and Open Competition (J&A) for a sole source contract award.
The 374th Contracting Squadron, Pacific Air Forces (PACAF), is justifying the award of a firm-fixed price contract valued at $383,000 to DENKI KOGYO CO., LTD. for maintenance and repair services of the Momote AM radio tower supporting the Armed Forces Network. The required services include performing maintenance on the AM radio tower, repairing the aviation obstruction/safety lights assembly with conversion to LED lightbulbs in accordance with FAA safety standards, repairing the antenna mast and guy wire system, transformer repair, ATU impedance measurement and adjustment, and reassessing the field strength study. The justification for sole source award is based on RFO 12.201-1 Simplified Procedures authority. DENKI KOGYO is identified as the original tower builder (completed in 2006) and possesses specialized capability and licensing required to maintain the custom-built tower that was constructed to meet specific frequency and power specifications complying with Japanese Ministry Internal Communication requirements. The contractor maintains expertise with the buried electrical power ground radial system that amplifies frequency propagation. The contracting officer conducted market analysis by sending solicitation emails to two potential competitors (Radiocraft and Rogers Corporation) on 29 April 2026 with no responses received, and posted an intent to sole source on SAM.gov on 12 June 2026, receiving one response from BHPE LLC, which was determined to lack relevant radio tower or Japan-based operational capability. The contracting officer certified the justification as accurate on 4 August 2026, with supporting data certified by Ahmad Buhari, MSgt, USAF on 3 August 2026.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: PACAF Contracting Activity: 374th Contracting Squadron
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a firm-fixed price contract on a sole source basis to DENKI KOGYO CO., LTD. for maintenance and repair of AM radio tower in support of the Armed Forces Network - Momote AM tower. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
Perform maintenance for Momote AM radio tower, repair the aviation obstruction/safety lights assembly and convert to LED lightbulbs IAW FAA safety standards. Additional tasks include repair of the antenna mast and guy wire system, transformer repair, ATU impedance measurement and adjustment, and reassess field strength study. The estimated value is $383K, funding is certified, and a firm-fixed price contract will be awarded.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Denki Kogyo Co. Ltd. is the original tower builder completed in 2006. This radio tower was custom built to meet frequency and power specifications to meet legal, industry standards, and Japan Ministry Internal Communication compliance.
Additionally, there's a buried electrical power ground radial system, installed by Denki Kogyo, that amplifies frequency propagation and requires specialized technicians to perform work. Last maintenance was completed by Denki Kogyo Co.
Ltd. because of their industry-based capability and specialization.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
In an effort to solicit competition an email was sent to two potential sources: Radiocraft (http://www.radiocraft.co.jp/ ktr.html) and Rogers Corporation (https://www.rogerscorp.jp/index.aspx) on 29 April 2026. No responses were received.
Additionally, an intent to sole source was posted to www.sam.gov on 12 June 2026, one response was received from BHPE LLC stating that they are an interested vendor. Review of their website http://bh.pe/ shows they are a United States based company specializing in market research and analytics, supply chain & logistics, supplied military parts, and DoD support.
However, nothing on their website addresses radio towers or the capability to work in Japan with the required licensing. It is in the Governments best interest to award to Denki Kogyo Co.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
When the radio tower reaches it's end of life cycle the Government may replace with modern equipment allowing for competition.
