Justification for Other Than FulI and Open Competition for

MEDLOG Surge Operations & Analytics Support in support of

MIIS COVD-l9 Response

1. Contracting Organization: Defense Health Agency (DHA), Contracting Operations

Division (COD)

2. Description of Action: DIIA seeks to award a new contract to support a coordinated

Military Health System (MHS) Coronovirus Disease (COVID-I9) response. Specifically, DHA seeks to provide surge contingency medical logistics support. This surge support will leverage commercially available technology and data driven decision-making to make currently on-hand medical logistics resources work more efficiently and reach farther. The

Defense Medical Logistics Enterprise (DMLo) must accurately meet current increased demands, support interagency response efforts, adapt to as*yet unknown heatmentprotocols, and eventually reconstifute contingency programs while contending with unprecedented medical supply chain upheaval. DHA will need to choreograph medical logistics support during the COVID-l9 response while concurrently generating lessons learned. This will enhance Joint Force readiness and effectiveness, as well as generate improvements to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P).

3. Description ofSupplies/Services

3.1.1 Background: The current urgent situation exceeds existing capacity ofthe DHA MEDLOG Directorate that is responsible for orchestrating coordinated medical logistics support across the Military Health System (IV[HS). The workload is highly variable and includes equipping and supplying military treatment facilities (MTFs) providing direct care to beneficiaries, supporting research organizations developing countermeasures, and supporting the high volume of materiel demands on MTFs who support the Active, Guard, and Reserve forces as an Installation Medical Supply Activity (IMSA).

Foundational planning and modeling assumptions about medical inventories and suppliers have been disrupted. DHA needs the ability to surge resources to address immediate needs, conduct better forecast future demand, and prioritize enterprise-wide support. Maintaining a siagle source of truth-plus the ability to model scenario-based demands-for the equipment and supply chain is critical.

3.2 Scope: The purpose of this contract is to provide the DHA MEDLOG Directorate scalable access to people and technology to support surge operations and meet analyic demands. The scope of this effort includes:

. Medical Logistics Contingency Support Team / Analytics FlashTeam o MEDLOG COVID-19 ResponsePlatform

FOR OFFICIAL USE ONLY - Source Selection lnformation - See FAR 2.101 and 3.104

3.2.1 Medical Logistics Contingency Support / Analytics FlashTeam:

o Five*person team to identifu immediate opportunities to improve MHS-wide collaboration, support demand/supply contingency planning, and provide adhoc crisis decision support through data management/advanced analytics during this emergency sifuation.

o DHA requires flexible access to clinical resources, data scientists, technical architects, visual design experts, supply chain and procurement consultants, health sticrans.

3.2.2 MEDLOG COVID-l9 ResponsePlatform

o Establishment of a consolidated single source of truth digital hub where data can be collected, insights created, communications tracked/managed, and processes/best practices documented and disseminated. This will provide DHA with the ability to adapt situation faster and

3.6 Type of Contract: Firm Fixed Price Level ofEffort

3.7 Funding: O&M with COYID-l9 designation

4. Authority: 10 U.S.C. 230a@)Q) 6.302-2 .. Unusual and Compelling Urgency

5 . Rationale Justifying Use of Authority: The worldwide COVID- I 9 pandemic has created and is directly responsible for this unusual and compelling requirement. DHA requires immediate access to experts with an intimate understanding of MEDLOG Directorate operations, mission, current limitations, and available tools. Delaying the mobilization of key resources will cause significant financial injury and significant public health injury in terms of the ordering patterns of MTFs, demands placed upon industry and collateral effects with regard to our nation's public health response. The DHA requires immediate access to a FedRAMP Moderate authorized suite of tools and software that is readily accessible and scalable. DHA cannot afford the financial cost, time, and administrative burden it would take to acquire storage, establish servers, negotiate with vendors, integrate software, and train a data team. Procuring the analyics platform "as a seryics"-i11 conjunction with a diverse and experienced team will allow the DHA MEDLOG Directorate to obtain actionable insights using a flexible, scalable, model fiom a vendor who has already proven success in hosting collaboration and analytics in other government agencies (e.g. the Department of State's Global Engagement Center).

Accenture is the only vendor able to deliver these critical capabilities on an accelerated timeline. Bringing in a contractor unfamiliar with DHA MEDLOG would require significant reinvestment. Accenture is uniquely postured as they have 12 months recent experience supporting the DHA MEDLOG Directorate's internal and extemal strategic transitions (i.e.

MTF support transition). Any attempt to surge with a different team will require extensive upfront investment by the Govemment and vendor in terms of time, energy, and cost.

Accenture brings the follou, ing unique attributes to this situation and will effectively fulfilI the needs based on the

Experience transforming alarge Federal supply chain (DLA) to includetechnology, process, and people.

a a Experience as a Lead Integrator with demonstrated commercial and DoD expertise to include supply chain, data analyics, strategy, organizational transformation, technologyisystems implementation, Business Process Re-engineering, andGovemance implementation.

Proven experience achieving largescale cost avoidance/reduction through analytics, process automation, and workforce optimization.

An established and scalable innovation architecture with experience designing solutions in an interactive and iterative manner with clients.

Recent and relevant experience supporting the DHA MEDLOG Directorate define its future organization and operations.

Demonstrated experience and expertise reducing purchasing costs by automating repeatable tasks and improving how buyers and suppliers interact.

Commercial and military health clinicians readily available to support medicalmateriel standardization efforts.

6. Efforts to Obtain Competition: The unusual and compelling nature of thisrequirement precludes efforts to obtain competition.

7. Determination Anticipated Cost to the Government will be Fair and Reasonable:

Accenture Federal Services currently holds nine Government Wide Acquisition Contracts (GWACs) via GSA as well as two IDIQ contracts with the Department of the Navy. Pricing from these contracts (published catalog prices) will be used to benchmark pricing proposed by Accenfure for this service. Historical pricing information will be obtained via a request for other than cost and pricing data, via GSA's Prices Paid tool and via inquiry with other federal Contracting Officers. Additionally, USASpending.gov lists over 1,400 Accenture contracts;

they have a widespread and well regarded presence within the DoD, Department of State, Department of Health and Human Services, Department of Veterans Affairs and others.

Finally, the proposed price will be compared to the Independent Govenrment CostEstimate.

8. Market Research: The DHA MEDLOG Directorate and the MC-CD Contract Specialist conducted market research on26 & 27 March2020 and have determined the service to be commercial in nature. USASpending. gov, GSA. gov, Accenture.com and marketplace.FedRAMP.gov were queried to determine market availability. Additionally the NAVY BUMED Contracting Officer was contacted to discuss contract options they have used for similar support. The analytics platform required is based on COTS and the technical experts required (clinicians, data scientists, data engineer statisticians, data visualization specialists) perform similar work in the commercial market place.

9. Other Facts: The DoD is at a critical juncture in response to the COVID-19 pandemic. Any delay to this effort, which will inform, shape and define the MHS response is untenable.

10. Interested Sources: Accenture Federal Services.

11. Actions to Overcome Barriers: The period of performance has been limited to the shortest necessary timeline. Future efforts of this exact nature are notanticipated.
