Justification and Approval—FAR PART 13

Integrated Tracking System (ITS) Modernization Support Services

1. AGENCY AND CONTRACTING ACTIVITY:

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Joint Information Technology Service Provider- Pentagon (JITSPP).

2. NATURE/DESCRIPTION OF ACTION(S):

This is a justification to issue a two (2) month firm-fixed price contract to the incumbent

Bear River Associates Inc. to continue services for the Integrated Tracking System (ITS)

Modernization. The expired BPA; HQ0034-12-F-0088, issued on 12 April 2012, was for a 12-month base period and two 12-month option periods. Both options were exercised.

The current BPA expired on 15 October 2015. There are no further extensions available under the existing BPA.

3. DESCRIPTION OF SUPPLIES/SERVICES:

The overall objective of the bridge contract is for Bear River Associates Inc. to continue management, labor, tools, supplies, and material required to modernize the existing legacy systems functionality, capabilities and infrastructure. Integrate the existing Washington Headquarters Services (WHS) enterprise family systems with the

WHS legacy systems-Integrated Tracking System (ITS). Replace the existing Star

Receiver material tracking system (SRMTS) with a web-based material tracking system; tie it into existing WHS/Executive Services Division (ESD) Correspondence

Management systems and the WHS/ESD/Defense Post Office (DPO) Digital Mail systems. Establish links to the existing WHS enterprise systems for systems compatibility review and to provide total visibility, accountability, traceability, and automated historical data documentation. Analyze and establish business rules, processing procedures, timelines, and human capital requirements. Establish, evaluate, and understand the requirements necessary to modernize and integrate systems and processes on a larger regional scale.

The total estimated dollar value is approximately $162,960 for a two (2) month base period and four (4) one (1) month options.

4. IDENTIFICATION OF STATUTORY AUTHORITY:

In accordance with FAR 13.501(a), sole source (including brand name) acquisitions.

5. PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE

NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED.

This proposed contract is a follow-on to the expired BPA HQ0034-12-F-0088. The acquisition was conducted under the authority of the Multiple Award Schedule Program

Limited Source Justification- in accordance with 8.405-6(b)(1), only one source is capable of responding due to the unique or specialized nature of the work. The source refers to the specific manufacturer and vendor for this acquisition. The previous

Limited Sources Justification was posted along with the Notice of Intent to Sole Source

(RFQ651338) on GSA E-buy.

Bear River Associates, Inc. (Bear River) is the sole contract provider for maintenance and support of the Washington Headquarters Service (WHS) Integrated Tracking

System (ITS) and its components since 2005; the contract for those services was competitively awarded. The WHS/ITS source code is owned by WHS, but was developed by Bear River. Components of the WHS/ITS include the Star Receiver

Material Tracking System (SRMTS) developed and owned by Bear River. Integration of the existing legacy system (WHS/ITS) with other DoD WHS systems has been successfully accomplished by Bear River. The WHS Digital Delivery Mail Program

(DDMP) / Digital Mail Modernization (DMM) is a future component of the WHS/ITS currently under development by Bear River, which includes integration with the

WHS/ITS Modernization effort. The four-year development and integration process of the WHS/ITS Modernization and the WHS Digital Delivery Mail Program (DDMP) /

Digital Mail Modernization (DMM) will include expansion and integrations within the two systems as well as other DoD component systems. Therefore, as an integrated system, the modernization of the ITS cannot be accomplished without the involvement of Bear River due to the specialized nature of the work.

Integration services requested are dependent upon contract HQ0034-13-C-0145 for ITS hardware. HQ0034-13-C-0145 has been delayed and extended for 90 days at No-Cost to the government for Power Outage at government faculty; therefore, Bear River has been unable to complete the integration, testing, implementation, and deployment for the Parcel/Package Sorter System. This delay has caused the need for the two (2)

3 EITSD – HQ0034-12-F-0088-ITS/DMM Extension month award to configure software and continue modernization services for EITSD. In order to provide continued support for the ITS/Digital Delivery Mail Program (DMM) project. The contract period of performance will be 04 February 2016 through 03 April

2016.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE OFFERS ARE SOLICIED

FROM AS MANY POTENTIAL SOURCES.

A notice of intent was posted to FBO.gov on January 26, 2016 to January 29, 2016. No responses were received from industry.

7. DETERMINATION OF FAIR AND REASONABLE COST:

The WHS Acquisition Directorate Contracting Officer will ensure the price is fair and reasonable, using the procedures in FAR 13.106-3(a)(2)(vi), comparison of proposed prices with independent Government cost estimates.

8. DESCRIPTION OF MARKET RESEARCH:

Market research has resulted in data that shows that Bear River remains the only company that has access to the source code for the Star Receiver Material Tracking

System, which is an integral component in this requirement.

9. ANY OTHER SUPPORTING FACTS:

None

10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED , IN WRITING, AN

INTEREST IN THE ACQUISITION.

None

11. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:

The procurement of the development and integration process of the WHS/ITS

Modernization and the WHS Digital Delivery Mail Program (DDMP) / Digital Mail

Modernization (DMM) is expected to be a one-time solution; therefore, action to increase future competition is not required because there are no planned acquisitions for or related to this requirement beyond the need for continued maintenance.

12. CONTRACTING OFFICER CERTIFICATION:

I certify that this justification is accurate and complete to the best of my knowledge and belief.
