Hills Inc.

Program/Equipment: Fiber Extrusion Operations Support

Version – September 2018 FOR OFFICIAL USE ONLY and technology is proprietary. A review of the entire requirement was conducted to determine if the government could separate the portion for a secure facility space to provide for competition for that portion, but it was determined to not be advantageous to the government due to the high set-up costs, the rigorous approval process for such a facility, the eminent gap in production that would result, and that the proprietary equipment and the protected manufacturing methodologies used to produce the desired materials are synergistic intellectual properties that would be impossible to separate into multiple contracts in an attempt to increase competition.

8. Market Research: Market research had to be administered in such a way that protected information was preserved and the integrity of the signed OGA SCG agreement between the two government agencies remained intact. As such, a “Sources Sought” notice was not published on beta.SAM.gov. A sources sought/RFI was not published. A description of the current proprietary information used to make the materials cannot be disclosed because it cannot be worded to preclude disclosure of the agency’s needs and such disclosure would compromise pursuant to OGA SGC .

Although the extent of market research had to be limited, it was conducted through internet searches, telephonic discussions with academia and businesses while limiting the exact finite information that is required to understand the final product. DEVCOM-SC personnel looked to the extrusion community to find similar systems that produce the required material in the same manner, while also looking for companies/facilities that could house the equipment in a large enough SCG compliant area while also supporting the technical aspects of extrusion technologies and equipment on a 24 hour basis during trials. No other known fiber extrusion designs or companies currently exist as of searches conducted during 2020.
