On 13 March 2020 the Department of Defense (DoD) Issued a "Stop Movement for all Domestic Travel for DoD Components in Response to Corona Virus Disease 2019". As a result of the "DoD COV-ID 19 Stop Movement" travel exceptions may be granted in writing to the guidance for compelling cases where the travel is determined to be mission essential. Mission-essential travel refers to work that must be performed to ensure the continued operations of mission-essential functions, as determined by the DoD Component. As a result of the "DoD COV-ID 19 Stop Movement", and out of an abundance of caution the 355th Wing Commander issued a local travel restriction for all DoD members to radius of no more than three hours from Davis-Monthan Air Force Base. In order to sustain mission operations and maintain current proficiencies the requires "Airlift Support Services" to conduct parachute training operations. Based on market research results and in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Win Win Aviation, Inc. fulfills the requirement of having a service that is required by the agency and is only available from one reasonable source, and no other vendors will satisfy the agency requirement.
Specifically, Win Win Aviation, Inc. is the only vendor to offer an aircraft that is capable of meeting the minimum needs in accordance with the Performance Work Statement (PWS). Additionally, Win Win Inc is capable of providing an aircraft specific to the Period of Performance (PoP), an aircraft that meets minimum needs identified within the PWS, and is an approved DoD Paratroop Air Carrier Listing. The risk of using an unauthorized carrier that is not on the approved Paratroop Air Carrier Listing jeopardizes the safety of personnel. Using aircraft that does not meet all requirements listed above could result in degraded training due to improvised operations. It is essential to the mission to only use aircraft specifically designated for all operations to ensure the safety and practicality of training for paratroopers. Therefore, in accordance with Federal Acquisition Regulation (FAR) 6.302-1, the Government has determined in consideration of the organization's mission and the agency's minimum needs, there is reasonable basis to conclude that the requirement can only be satisfied by the unique services available from only one source, Win Win Aviation, with unique capabilities.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
IAW FAR Part 8, a review of the mandatory sources to include the AIB Procurement List, GSA, and UNICOR were reviewed to identify any sources that could meet the customer's requirement. The results of the review of sources concluded that there were no mandatory sources that could meet the requirement. Through an outreach of vendors, March 2018 Page 3 of 3 one business was located and capable to provide this service.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prices will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Mandatory sources were contacted and checked, however, the service was not sold in these locations. After reviewing similar previous acquisitions vendors were contacted and market research identified one (1) vendors capable of fulfilling the requirement.
