5. Rationale Justifying Use of Cited Statutory Authority
The purpose of this requirement is to support Military Constructions (MILCONs) and design, install and integrate the required capabilities to meet Marine Corps needs for training ranges complexes. The U.S. Marine Corps requires multiple training range complexes on Guam and Commonwealth of the Northern Mariana Islands (CNMI) in support of their relocation from Okinawa, Japan. The training complexes are structured to support training progressions of service members from an individual, to unit and combined level training and certification.
The PA systems design is comprised of multiple brands: Ashly, Community, and QSC. These brands have been selected to satisfy commonality between past system designs in an effort to reduce training cost and mitigate risk by leveraging prior hardware and software handling experience. With the use of these brands and prior handling experience, the PA system solution will allow for a turkey solution in an effort to reduce installation, configuration, activation, and long term sustainment costs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A Sources Sought Notice (SSN) was posted on the Beta.Sam.Gov website on 11 November 2020 to express the Government’s intent for the purchase of multiple brand name items. Corona Division will utilize: price analysis; commercial price lists; historical costs; and cost estimating relationships from previous procurements to determine that the final price to the Government is fair and reasonable.
8. Actions to Remove Barriers to Future Competition
Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential source emerges, Corona Division will assess whether full and open competition is feasible.
