About this file

This document contains a justification for a sole source contract award and a related federal contract opportunity notice. The justification document details that the 179th Wing intends to sole source a contract to Advantor Systems as a subcontractor to provide upgrades to alarms, motion sensors, and software for a modular secure compartmented information facility. Advantor is described as the original manufacturer of the proprietary software and sole provider of revisions and maintenance for the existing security system. The contract is estimated to have a value of $ and period of performance from December 2022 to January 2023. The related federal contract opportunity notice provides additional details that the sole source portion will be awarded under solicitation number W50S8R-22-B-0002 for relocating the modular SCIF. Responses to the notice of intent are due by July 22, 2022, and the award is being made pursuant to authority under the Federal Acquisition Regulation for other than full and open competition with only one responsible source.

FAR Part 6 Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: 179MSG/MSC

2. Description of Action: 179MG requests a firm fixed priced contract subcontracting via Advantor. The Government projects award for 2022 and fiscal year 2022, funds type, Operations and Maintenance funds will be used. The required acquisition plan In Accordance With (IAW) DFARS 207.103(d)(i)(B) is currently awaiting Chief of approval.

3. Description of Supplies/Services:

Advantor is a base-wide security system that utilizes a variety of sensors to detect intrusion activity. 179 CS is requesting the purchase and installation of intrusion detection equipment to be integrated with the Advantor System access control for the Modular SCIF. This would be a sole source action, awarded as a subcontract, between contract awardee and Advantor Systems, 12612 Challenger Parkway, Suite 300, Orlando, FL 32826.

Period of Performance: __01 Dec 22__ to _23 Jan 22_ Total Value: $ (estimated at this time)_

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: Advantor Systems is the originator of the software, holds restrictive proprietary rights to the software and is the only known source that can satisfy the government's requirement. This does not allow for another source to supply the services required. This is a matched system with system specific software that will not allow for the use of generic parts. The software is copywrite protected and revisions are also protected. The only source authorized to upgrade and provide revisions is Advantor due to the proprietary nature of the software. If this service was done by a different company, the current system would not communicate properly to the SFS BDOC desk or SFS ABDOC. The hardware that is installed must be 100% compatible with the software (Advantor ASN 5.0 and Advantor 6.0). Advantor programmers cannot support other equipment making the integration of the software and hardware vital for the alarm system. The Advantor ASN 5.0 and ASN 6.0 system operates with a secure protocol and is a U.S. Air Force certified security system IAW AFI 31-101. Advantor Systems holds restrictive proprietary rights to the software, the only source to provide minor and major updates when needed, and the only known source that can satisfy the Government's requirement. There are other companies such as Vindicator and Diebold that provide similar systems and service, but they are not able to work on Advantor systems located throughout Air Force. Vindicator and Diebold software and hardware products will not integrate into the current alarm equipment without major upgrades and interface changes/additions to the entire base alarm system. For example, if another company installed a different component in a building, the current base alarm system installed, proprietary to Advantor, would not be able to pick up and monitor how the competitor's

Program/Equipment: alarms, motions sensors, software

Version – June 2021 CUI component is functioning. It would not be cost effective to the Air Force to have a complete new interface installed by a competitor. Additionally, the Mansfield LAHM, Ohio Advantor System in already exclusively maintained by the Advantor Systems Corporation. The integrity of the current system may become questionable having other system technicians making configuration changes. The 179 SFS and 179 CS believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements. Accordingly, Advantor is the only firm capability of providing the supplies and services described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.

6. Efforts to Obtain Competition: Referencing a FY21 sole source Advantor purchase with Purchase Request number F7R3121019AW01 which was executed and approved by 179MSG, market research was conducted by contacting 100+ businesses under NAICS 334290 with zero compatible products, capable of communicating with Advantor Systems. Because other comparable communication panels are not compatible, we cannot procure a different brand of security systems for the Modular SCIF. It is not cost effective for the government to completely replace the entire security system on the installation for minor upgrades to the current system. This service cannot be provided from any other source due to proprietary software and technical knowledge.

The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

7. Actions to Increase Competition: None at this time. This requirement is driven by necessity for the system, and determinations made prior to this becoming a requirement (installation of a security system in adjacent buildings that this system needs to tie-in to, that is not interoperable with other systems). The limited number of Air Force-approved systems that meet the government requirement has also played a part in this requirement, as well as the lack of interoperability between any of the current AF-approved security systems, which cannot be mitigated by this office or the requesting activity.

8. Market Research: Market research was conducted; Advantor maintains a GSA contract and is a Large business for the applicable NAICS code for this requirement.

Advantor’s status as sole provider of their equipment and ancillary services (installation, etc) has not changed. In this instance, Advantor would be a subcontractor to the contract awardee, as Advantor-related requirements are part of much larger service requirement.

9. Interested Sources: Based on previous market research and extensive acquisition history at the base level , the lack of interest can be attributed to Advantor's restrictive, proprietary rights to the system hardware, software, and any services related to installation or upgrade. This makes Advantor the sole source/provider for the Advantor systems and all associated services.
