About this file
This Justification and Approval (J&A) document details a sole source cost-reimbursable requirements contract between the Department of Veterans Affairs (VA) Boston Healthcare System and Boston University School of Public Health (BUSPH). The contract, valued for a 5-year period from 9/1/2025 to 8/31/2030, will provide research services for the Partnered Evidence-based Policy Resource Center (PEPReC). Specifically, the research will support VA healthcare policy, planning, and evaluation initiatives, with a focus on generating evidence about VA policies, program effectiveness, and resource allocation to improve veteran physical and mental health.
The procurement is being conducted under 38 U.S.C. 8153, which authorizes sole source awards with VA academic affiliates. The research services will support development of Evidence Act-related evaluation plans, MISSION Act, and PACT Act mandated evaluation activities. Boston University is considered a unique source due to its long-standing academic affiliate relationship with the VA Boston Healthcare System, and no market research was conducted because the university is deemed the only source capable of providing these specialized research services. The contract will be a cost-reimbursable arrangement, with pricing determined to be fair and reasonable based on the university's non-profit status and previous contract performance.
