About this file

This is a Justification and Approval (J&A) document for a contract modification extending logistic support services at Fort Hood, Texas under a sole source authority.

The U.S. Army Contracting Command – Rock Island (ACC-RI), on behalf of Army Sustainment Command, is issuing a cost-plus-fixed fee bridge modification to extend Basic Ordering Agreement W52P1J-17-G-0059, Task Order W52P1J-20-F-0137 with Akima Facilities Operations, LLC (AFO). The modification provides Enhanced Army Global Logistics Enterprise (EAGLE) logistics support services at Fort Hood, Texas (FHTX) for a one-year base period plus one six-month option period, with fiscal year 2026 Operations and Maintenance, Army funds obligated. The services include maintenance, supply, and transportation support for the Army Field Support Battalion's Logistics Readiness Center (LRC), which comprises the Maintenance Division, Supply & Services Division, and Transportation Division. The LRC supports 93 major commands and over 47,000 soldiers. The requirement is justified under 10 U.S.C. 3204(a)(1) as a sole source action, citing FAR 6.302-1(a)(2)(iii)(B) for follow-on contract continuation where unacceptable delays would result from competitive procurement. The bridge extension is necessary because the Government awarded a competitive follow-on task order on September 26, 2025, which was subsequently terminated due to multiple protests at the General Accountability Office and Court of Federal Claims levels. ACC-RI expects to award a re-solicited FHTX follow-on task order in May 2027 after completing competitive source selection under the EAGLE program. The Government will achieve subcontracting competition through FAR clause 52.244-5.

1a. Requiring Activity: Army Sustainment Command (ASC) Rock Island Arsenal, Rock Island, IL 61299-5000

1b. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: ACC-RI, on behalf of ASC requests a cost-plus-fixed fee bridge modification extending Basic Ordering Agreement (BOA) W52P1J-17-G-0059, Task Order W52P1J-20-F-0137 with Akima Facilities Operations, LLC (AFO). ACC-RI projects award , and will obligate fiscal year 2026 Operations and Maintenance, Army funds. In November 2011, the Principal Assistant Responsible for Contracting approved the Acquisition Plan for the entire Enhanced Army Global Logistics Enterprise (EAGLE) program, inclusive of the Ft. Hood, Texas (FHTX) requirements, in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 207.103- 70(2). On 01 September 2016, the Senior Services Manager, Deputy Assistant Secretary of the Army (Procurement) approved the extension of the EAGLE program and associated acquisition strategy and plan to 27 September 2027.

BOA W52P1J-17-G-0059, Task Order W52P1J20F0137 is currently under a bridge extension, under the authority of Federal Acquisition Regulation (FAR) 6.302- 1(a)(2)(iii)(B), as supported by Justification and Approval (J&A) 25-038, which expires 09 July 2026. That J&A’s paragraph 7, Actions to Increase Competition stated: “ACC-RI expects to award the FHTX EAGLE follow-on task order on 12 September 2025, after competitive procurement actions under the EAGLE Program has completed its source selection.” The Government completed those actions by awarding the follow-on task order on 26 September 2025; however, multiple protests ensued at the General Accountability Office (GAO) level and Court of Federal Claims (CoFC) level as described in paragraph 5. This action is a second bridge modification to ensure continuation of critical maintenance, transportation, and supply services at FHTX while the Government re-solicits the requirement.

3. Description of Supplies/Services: The Government requires logistics support services at FHTX for the Army Field Support Battalion – Fort Hood in support of the Logistics Readiness Center (LRC). The FHTX EAGLE task order provides contractor support for the operation of the LRC. The LRC consists of four primary divisions:

Maintenance Division (MD), Supply & Services Division; and Transportation Division (TD). The MD provides field and sustainment level maintenance support to tactical units and Government civilian activities. Supply & Services provides installation supply support, Ammunition Supply Point services, retail supply services, and property
