About this file
This Justification and Approval (J&A) document details a sole-source contract for an Engine Block Assembly by the Defense Logistics Agency - Land Warren (DLA-WRN). The contract will be awarded to Rolls-Royce Solutions America, Inc. for 187 engine blocks (with an additional 187 option units) at $7,913.94 per unit, for use on the M113 Family of Vehicles. The total contract value is redacted, and the procurement will use Army Working Capital Funds.
The justification for sole-source procurement stems from Rolls-Royce being the exclusive manufacturer of this specific engine block for the 6V53T diesel engine. The government does not possess the technical drawings or data rights necessary for competitive procurement, as Rolls-Royce developed and tested the engine block without government funding. Market research, including two Sources Sought Notices and internet searches, confirmed no alternative manufacturers exist. The contract will be awarded under 10 U.S.C. 2304(c)(1), which allows procurement from only one responsible source when no other supplies or services will satisfy agency requirements.
