About this file

This document is a Purchase Order Request for Proposals (PORFP) for Radio Communications issued by the Maryland Department of Transportation (MDOT) State Highway Administration. The PORFP is seeking the purchase of Motorola XPR 3500E two-way portable radios and associated installation and maintenance services under the Radio Communications 2018 Master Contract. The radios will replace obsolete models used for critical communication between the MDOT's Statewide Operations Center (SOC), CHART field operators, district shops, and maintenance workers. The PORFP specifies the required quantities, delivery location, and due date of October 3, 2023 at 2:00 PM. The contract is limited to Master Contractors awarded under the Radio Communications 2018 Master Contract, and proposals must be submitted electronically through the state's eMMA e-Procurement system.

The PORFP includes a Minority Business Enterprise (MBE) participation goal for the installation and maintenance services. Pricing and evaluation criteria will be established at the PORFP level, and the award will be made to the responsible and responsive vendor whose proposal is most advantageous to the state based on the evaluation factors. The PORFP states the Department reserves the right to purchase more or less than the specified quantities based on available funding.
