| OASIS+ Domain Qualifications Matrices and Scorecards |
| Introduction: Offerors are highly recommended to review the entire solicitation, with a strong emphasis on Sections L and M of the RFP. Section L details the instructions to Offerors while Section M details the evaluation factors for award. |
| Basis of Award: Each OASIS+ Domain, as identified in RFP Section C.2, has a corresponding Qualifications Matrix and qualification threshold to ensure the minimum standards are representative of customer needs in that mission space. The qualification threshold for all small business and socioeconomic set-asides (i.e., small business, 8(a), HUBZone, WOSB, SDVOSB) has been set at 36 out of the available 50 credits. The qualification threshold for OASIS+ Unrestricted (UR) has been set at 42 out of the available 50 credits for all Domains, with the exception of the Enterprise Solutions Domain where the qualification threshold has been set at 45 out of the available 50 credits. To be eligible for award of any Domain, the offer must meet or exceed the Domain-specific qualification threshold. See RFP Section M.3. |
| Instructions for use: |
| 1) Each tab within this workbook covers a specific Domain qualification matrix/scorecard that provides references to Sections L and M of the RFP(s) where additional information can be found for each Capability/Qualification within each Domain. |
| 2) Each Domain tab is then distinguished with either a "SB/SE" denoting applicability to the OASIS+ Small Business and socioeconomic MA-IDIQs or a "UNR" denoting applicability to the OASIS+ Unrestricted MA-IDIQ. |
| 3) Each Domain will a have specific Qualifications Matrix and corresponding qualification threshold. Domain abbreviations are as follows: |

| 4) For offers that include proposal submissions to multiple Domains under any OASIS+ RFP, items listed in Sections L.5.2, L.5.3, L.5.4, L.5.5, and L.5.6 of the RFP(s) need to be included within each Domain proposal submission, as these are the scored elements. The OASIS+ Submission Portal will allow Offerors to upload proposal assets and apply them across Domains. Reference RFP Section L.4.2. |
| 5) Excluding the minimum mandatory submission requirements detailed in Sections L.5.1 , L.5.7 and L.5.8, the Offeror has the discretion to use any combination of qualifications detailed in the Qualifications Matrix to achieve the qualification threshold. Offerors that fail to demonstrate a particular qualification will not receive credit for that criterion. Reference RFP Section M.3. |
| 6) Only applicable to MP-JVs: Qualifying Projects and Federal Experience Projects (FEPs) submitted in the name of the protégé need only meet or exceed 50 percent of the QP or FEP minimum average annual value and QP-Scale thresholds within each Domain Qualifications Matrix. These specific thresholds can be found within the tab "Protégé QP and FEP Values - Summary". Reference Sections L.5.2.1 and L.5.3.1. |
