VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-21-AP-2821
1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System
(VAPHS), University Drive Campus, University Drive C Pittsburgh, PA 15240.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a new requirement for the purchase of 28 brand name CADD Solis VIP Infusion Pumps and Keys. These pumps are utilized in the Oncology Department to control the flow of IV medications that is administered to patients. This equipment will replace current CADD Infusion Pump Units that have been determined to be at the end of their expected life cycle.
The total estimated value of the proposed action is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The procurement of the CADD Solis Pumps will allow for replacement of existing CADD pumps that have reached their life expectancy and continuation of fleet standardization throughout the hospital. The current infusion pumps located at VAPHS consist of CADD Prizm, CADD Legacy, and CADD Solis which are of the same original equipment manufacturer (OEM) Smiths-Medical.
The existing ambulatory infusion pumps used by the Oncology are at end of life, ranging from 2003 to 2009 when it was last acquired. VAPHS Biomedical Engineering recommended for the ambulatory pumps to be replaced during equipment planning due to the age, and the history of increasingly frequent work orders for pump repairs. CADD Prizm infusion pumps have been deemed obsolete due to the non-availability of parts and services, which can limit the availability of infusion pumps utilized by Oncology and other service lines. More than half of the existing ambulatory infusion pumps utilized by Oncology are CADD Prizm and the other half, still supported but have reached the end of their life expectancy as well, CADD Legacy.
Currently, the Post Anesthesia Care Unit (PACU) also utilizes CADD Solis pumps. There would be substantial increase in cost and transition time if another brand name ambulatory infusion pump is procured. The involvement would require purchase of different supplies, not currently in stock, for compatibility; training of several clinical staff including nursing and pharmacy staff, and biomedical technician training. It would be cost beneficial to the government to purchase the same ambulatory infusion pump used at VAPHS as transition time can be decreased, therefore expediting the replacement of the current end of life on-premise ambulatory infusion pumps, maintaining standardization of ambulatory infusion pumps used at VAPHS, removing the need to train multiple staff involved in the acquisition of a different brand name infusion ambulatory pump manufacturer, and limited biomedical technician training would be involved as the current biomedical technician supports repair of CADD Solis pump. In conclusion, acquisition of CADD Solis pumps is advantageous
