The is requesting the procurement of CYPRES-2 Water Resistant Filters (QTY:200 U/I:EA)(P/N:AADCWRKRF2G), Military Altitrack (QTY:10 U/I:EA)(P/N:L308210), Military Altitrack Hand Mounts (QTY:40 U/I:EA)(P/N:L125020), Military Altitrack Battery Cover w/ Air Filter (QTY:100 U/I:EA)(P/N:L9603) and Military Altitrack LS 14250 Batteries (QTY:200 U/

I:EA)(P/N:L9001).

IV. Statutory authority permitting other than full and open competition.

FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The parachute parts being procured must be either CYPRES or military Altitrack as they are the only parts approved for use per AFI 11-410 for United States Air Force (USAF) parachutists. Any items not listed by the Approved for Use List will not be used by USAF parachutists for any reason. Therefore, it was determined that with the consideration of the organization's critical mission and minimum needs there is reasonable basis to conclude that the unique supplies available from a limited number of source of suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

If other interested parties express interest in the requirement, a review of their capabilities will be conducted.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Prices will be determined fair and reasonable in accordance with the procedures available under the Federal Acquisition Regulation.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Contract Specialist conducted extensive market research which found that no mandatory source per FAR Part 8 could fulfill the requirement. Additionally, all items being procured must be on the Approved for Use List.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

While other companies provide parachute parts, only companies on the Approved for Use List are capable of providing the specific part numbers listed and is registered to do business with the government in accordance with the Approved for Use List.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The 355th Contracting Squadron will further consult with the customer of this requirement in order to further confirm that only the items contained within the provided Approved for Use List will be able to fulfill the requirement.
