About this file
This Memorandum for Record documents a single-source acquisition for the United States Army Health Contracting Activity at Eisenhower Army Medical Center. The procurement is for essential NovaBiomedical StatStrip Glucometer supplies, including reagents, quality control materials, glucometer strips, consumables, and instrumentation warranty for forty government-owned glucose meters. The total delivery period is from 1 October 2025 to 30 September 2026, with a Blanket Purchase Agreement (BPA) Number W91YTZ-24-A-0020.
The justification for sole-source procurement stems from Nova Biomedical Corporation being the only FDA-cleared manufacturer for these specific point-of-care testing supplies for critically ill patients. The procurement is critical to maintain operational compatibility with existing government equipment and adhere to patient safety standards. The contract is a fixed-price arrangement using Defense Health Program (DHP) funds, with Nova Biomedical as the sole vendor, located in Waltham, MA. The estimated annual quantities include 50 cases of glucose testing strips, 600 glucometer control solutions, 10 linearity kits, and 40 extended meter warranties.
