About this file

This justification and approval document covers sole-source procurement of original equipment manufacturer parts and services for eight work items for the regular overhaul and dry-docking of the USNS APACHE under solicitation number N3220521R6500 issued by the Department of the Navy Military Sealift Command. The solicitation seeks a firm-fixed price contract for propulsion system, automation and control system, echo sounder, speed log, reverse osmosis unit, oil purifier, bow thruster, and cathodic protection services that require specialized expertise and proprietary data only available from the original equipment manufacturers or their authorized representatives. The justification cites the critical nature of the equipment and safety risks of using non-original parts. The command plans to post the justification and solicitation on the government point of entry website to receive offers but will require use of the named original equipment manufacturers as subcontractors for the identified work items.
