STATEMENT OF WORK FOR
GROUNDSKEEPING SERVICES
THIS SOW CONTAINS INFORMATION FOR FIVE (5) FAA FACILITIES
D10 TRACON
2401 N. INTERNATIONAL PARKWAY
DALLAS/FORT WORTH AIRPORT, TX 75261
SCOPE
This contract provides for grounds keeping services for the Federal Aviation Administration (FAA) at the DFW TRACON Compound located at 2401 N. International Parkway, Dallas/Fort Worth
Airport, TX. The TRACON has approximately 250,000 square feet of area requiring grounds keeping services. The Contractor shall furnish all labor, equipment, and materials for the upkeep of grounds, cleaning of all walks, parking lots, and drives. It shall be required that an on-site supervisor be present during all grounds keeping operations
GENERAL INFORMATION
The grounds on which the work of this contract is to be performed are tenanted by Government officials and employees (in most areas 24 hours per day, 7 days per week).
The calendar of events including months in which fertilizing, aerating, etc., will be performed, and a list of employees will be provided at the beginning of the contract to the COR.
WORK TO BE PERFORMED
MOWING
A power mower shall be used. Mowers must have a safety shroud around deck to prevent throw off of debris. The blade will be sharp enough to cut the grass evenly and cleanly. The grass shall not be cut closer than two (2) inches or higher than four (4) inches. Any excess clippings shall be removed from the lawn and any visible clippings shall be removed from all walks, streets, and driveways the same day mowing is done. The mowing of the entire lawn areas shall be completed in one (1) calendar day. This day can be negotiated with the COR but it will be an agreed upon, set day during the business week of Monday – Friday, of each week, during normal business hours.
If the day is on a National holiday, the mowing shall be completed the next business day or negotiated day agreed on by COR. The peak mowing season is considered to be March 1 through the end of November of each year, during which the mowing will be weekly. From December 1 through the end of February, mowing will be every other week. If the grounds are too wet to mow upon the scheduled grounds keeping day, it shall be accomplished as soon as the grounds permit. The regular schedule will resume the following week. Invoicing shall be for one-month periods after completion of all duties required for that month.
EDGING AND TRIMMING
The edging and trimming operation shall be completed on the same day as the mowing operation.
Grass shall be edged even with the edge of all sidewalks, curbs, and shrub beds. In addition, grass shall be trimmed around all control valves, under the perimeter fences and alongside all buildings, walls and other structures. Debris from edging and trimming shall be cleaned up and removed upon completion of the edging operation.
MULCHING
All shrubs, ground cover, perennial and annual planting beds shall be evenly and fully mulched once per year during the month of July. The mulch will be an organic mixture and approved by the COR before use.
SPRINKLER SYSTEM
“Sprinkler System” as defined in this paragraph includes the sprinkler heads, sprinkler head risers and control valves. The Contractor shall be responsible for any damage to the sprinkler system caused by the actions or work of its employees.
In the event of damage during grounds keeping services, the Contractor shall be responsible for the purchase of replacement sprinkler heads, sprinkler head risers, and control valves. The Contractor shall purchase, with prior COR approval, and provide the required replacements to the COR for repair upon damage. The actual replacement and work on the sprinkler system will be performed by the Government. Grounds keeping contractors should not provide labor on the sprinkler system.
SEEDING
To assure there are no bare spots in the lawn, the Contractor shall sow each visit, in bare areas by evenly controlled broadcast method, clean Bermuda grass seed, at the rate of one (1) pound of seed to each 10,000 square feet of lawn area. Bare sections shall be seeded at the rate of (1) pound of seed to each 1,000 square feet of area. The Contractor shall present the seeds to the COR prior to application and shall ensure that the COR has the option to witness the seeding operation.
DRESSING WITH TOP SOIL
The lawn area shall be kept level and dressed with topsoil. Eroded areas, wheel marks and other irregularities shall be filled and leveled to normal ground elevation, and if larger than 18 inches in diameter, seeded or sprigged as required to ensure complete coverage of the new topsoil.
Topsoil shall produce heavy growths of grass or other vegetation and shall be free of subsoil, brush, organic litter, objectionable weeds, clods, shale, stones, stumps, roots, or other material that might be harmful to plant growth or be a hindrance to maintenance operations.
WEED CONTROL
All weeds and noxious grasses shall be controlled and/or killed at all times by physical removal, eradication or by application of the approved chemical deterrent in accordance with the manufacturer’s directions. Any pesticides or herbicides used by the Contractor must be bio-based products (designated BioPreferred by the U.S. Department of Agriculture). The grounds will be treated with a pre-emergent according to industry standards twice (2) a year in February and
September. Grounds shall be fertilized three (3) times a year in March, June and October. Notice should be given to the COR the week before fertilization is accomplished so it can be put on the schedule for watering as necessary after fertilizing.
Weeds or grass growing in the cracks of sidewalks and parking lot area shall be removed and areas treated with weed killer on each grounds keeping visit.
When requested by the COR, weeds or grass growing in any construction areas shall be removed by weed eater or mowers. Areas shall be treated with weed killer when requested by the COR to keep grass and weeds at a minimum.
INSECT CONTROL
a. Fire ants: The Contractor shall maintain a comprehensive plan for the control of fire ants throughout the year. The Contractor shall treat all lawn areas and bush beds with a residual insecticide chemical which will be applied as needed. Any insecticide used by the Contractor must be a bio-based product (designated BioPreferred by the U.S. Department of Agriculture). Particular attention and application shall be made around all sprinkler heads and control valves. From late
March through early September, the Contractor shall individually treat visible fire ant mounds by saturation with the residual insecticide chemical in accordance with the manufacturer’s directions.
The residual insecticide chemical shall be approved by the COR before use.
b. As a part of the Government’s regular preventative maintenance program, the Contractor shall make an annual application of approved insecticide and also at least one (1) annual treatment with an approved insecticide for plants and trees.
c. These preventative maintenance applications shall not preclude the necessary applications of insecticides for any other insect infestations.
COBWEBS and WEBWORMS
The Contractor shall keep all trees, shrubs, and plants free of cobwebs and webworms.
DISEASE CONTROL
If insect infestation, fungus diseases or root diseases occur, they shall be controlled or treated as recommended by U.S. and Texas Departments of Agriculture.
MAINTENANCE OF PLANTS AND SHRUBS
All plants and shrubs, including all planting beds, shall be maintained at each visit in accordance with the standard practices of the industry. Shrubs, bushes, and plants will be evenly formed in order to shape according to their natural growth habits. "Box" or "circular" shaping is not acceptable, except with hedges. Hedges must be sheared or pruned, as appropriate, to maintain their established shape and appearance. Dead shrubs and bushes shall be removed and the COR notified BEFORE removal. The cost of replacement of dead plants shall be submitted to the CO for approval prior to purchase and replacement. The COR will then work with Contractor on the replacement for the removed shrub or bush.
Planting beds and rock beds shall be kept weed free throughout the contract.
Vines and weed growth among bushes may not be just trimmed at top of shrub level when shrubs are groomed. These vines and weeds will be removed at ground level and removed from shrubs to prevent re-growth though shrubs.
TREE CARE
The contractor shall maintain tree limbs so they do not hang lower than eight (8) feet above the ground. Pruned limbs shall be removed on the same day that the pruning is done. Trees shall be fed once in the spring with an appropriate application of fertilizer around the tree’s drip line. If tree limbs or branches die, become diseased, broken, or twisted by high winds, the Contractor shall professionally trim, treat, and seal to prevent disease. Location and removal of fallen branches shall be done on each grounds keeping visit. After storms or high winds, grounds should be searched for fallen branches and these shall be removed from premises as soon as possible.
CLEANING GROUNDS/DEBRIS AND TRASH DISPOSAL
All grounds, including walkways, parking area, and drives shall be entirely cleaned of dirt, grass clippings, trash, debris, and plant residue at the completion of each scheduled grounds keeping visit.
The Contractor shall be responsible for accumulation, removal, and disposal of all debris and trash such as sacks, boxes, crates, litter, papers, grass clippings, pruning remains, dead trees, limbs, scrubs, bottles, jugs, barrels, cans, rags, and leaves which are covered in the performance of this contract.
Particular attention shall be given to the removal of trash and dirt from street drains, gutters, drainage ditches, and fence lines. The Contractor shall physically remove all accumulated items completely away and off the premises each he performs work on the site. The Contractor shall dispose of all removed items in a manner which complies with all applicable local, county, city, state, and Federal laws and regulations pertaining to disposal activities of this manner.
PARKING GARAGE CLEANING
This service is to be performed on the second weekend during the months of November, February, May, and August. The Contractor shall power sweep the TRACON parking garage. The Contractor shall notify the COR seven (7) days prior to accomplishing this task. The Contractor shall clean all corners and curbing in the parking garage, driveways, sidewalks, stairwells, and all parking areas with a power blower prior to street sweeping. The contractor shall remove all cobwebs from parking garage light fixtures on each floor level. The Contractor shall remove any substances or residue by utilizing liquid or dry cleaning compounds as necessary to provide a clean surface. The Contractor shall remove cobwebs, dust on ledges, trash and other debris prior to sweeping. Garage cleaning shall constitute fifteen percent (15%) of the monthly invoice.
6. CONTRACTOR-FURNISHED EQUIPMENT
The Contractor shall furnish all equipment, supplies, and materials for the upkeep of the grounds, cleaning of all walks, parking lots and drives, with the exception of the items listed in “Government-
Furnished Equipment” below. The Contractor-furnished equipment shall include power mower, trimmers, edger, blower, weed sprayer, compressor, chain saws, hedge shears, weed eaters, tillers, miscellaneous hand tools (hand saws, pruning shears, shovels, rakes, hoes), trucks, brooms, wheelbarrows, and such other equipment and grounds keeping supplies as required to maintain the grounds in accordance with the required specifications.

The WEST TOWER 79,200 square feet of area requiring grounds keeping services. GROUNDSKEEPING SERVICES: This contract provides for grounds keeping services at the Air
Traffic Control Tower, and has approximately 37,041 square feet of grounds requiring the following grounds keeping services:
a. The grass is to be mowed to a height of approximately 2” and shall be mowed biweekly during the months of March, October and November, and every ten days for April through
September.
b. Edge all walks and curbs in grass area and weed flower beds when grass is cut. Sweep up and remove grass cuttings and weeds.
c. Fertilize grass areas twice annually, Spring and Fall.
d. Spray to control fire ants as necessary.
e. Shrubbery shall be trimmed monthly during the months April through September.
f. Annually trim trees above vehicle height to avoid blocking camera view of the front gate.
11. GENERAL INSTRUCTIONS/REQUIREMENTS:
TRASH ACCUMULATION, REMOVAL AND DISPOSAL: The contractor shall be responsible for the gathering, removal and disposal of all items such as, but not limited to, sacks, boxes, crates, cartons, litter and any other items designated as trash articles. All trash removed in the performance of janitorial service will be placed in designated dumpsters daily. The FAA provides dumpsters, but will not be responsible for emptying of dumpsters beyond the scope of the routine schedule.
12. CONTRACTOR FURNISHED SUPPLIES AND EQUIPMENT:
a. The contractor shall furnish all toilet supplies such as hand soap, paper towels, toilet tissue and plastic liners for waste receptacles. In addition, it shall be the contractor’s responsibility to place these items in their normal place of use on a daily basis. The quality shall be satisfactory to the majority of the users.
b. The contractor shall also furnish all tools and equipment including grounds keeping equipment and janitor supplies such as, but not limited to, cleaning compounds, soap, non-slip floor wax, mops, brooms, dust cloths, power floor cleaners and buffers, power vacuum cleaners, disinfectants, etc. The contractor shall also furnish grounds keeping supplies such as lawn and grass bags, fertilizer and fire ant control. No contractor furnished or owned commodity shall be kept on FAA owned or leased space or property without approval in writing by the contracting officer’s representative. The power vacuum shall be a brand where noise level will not interfere in the Air Traffic Control Building.
13. GOVERNMENT FURNISHED SUPPLIES AND EQUIPMENT: None.
14. SUPERINTENDENCE BY CONTRACTOR:
The contractor shall arrange for satisfactory supervision of the purchase order requirements. The contractor or his supervisors shall be available at all times, when labor relations measures by standards of compensation, promptness in meeting obligations, and frequency for personnel changes, among other things, will be considered in determining whether the purchase order work is in progress, to receive instructions from the contracting office or the contracting officer’s point of contact. The name of the supervisor or superintendent will be submitted in writing to the contracting officer’s point of contact or the contracting officer. Where daily, twice daily, or weekly services are required, such superintendent shall meet with the contracting officer’s point of contact once each week to inspect performance. Where services are performed no more often than biweekly (every other week), or monthly, such meeting shall be conducted once each month. The meeting shall be held at the job site and during normal daytime working hours of the contracting officer’s point of contact. All supervisors shall have an intimate knowledge of the various working tasks, equipment, and materials so as to be able to both properly train and direct the workers in their individual tasks and to maintain and control an effective inspection and follow-up program. The contractor shall establish and maintain a sign in and out log, as directed by the contracting officer’s point of contact, upon which his/her employees must sign in and out.
FORT WORTH AIR ROUTE TRAFFIC CONTROL CENTER (ZFW ARTCC)
13800 FAA ROAD, FORT WORTH, TEXAS 76155
1. SCOPE
at the ZFW Air Route Traffic Control Center (ARTCC) Building located at 13800 FAA Road, Fort
Worth, Texas, 76155. The ARTCC has approximately 655,200 square feet of land with approximately 400,559 square feet of this area requiring grounds keeping services. Included in the square footage are the green areas located between the street and the outer fencing along the North side of the Facility Entrance the full length of the ARTCC fence line. Also included are the green areas on both sides of the entryway driveways. The Contractor shall furnish all labor, equipment, and materials for the upkeep of grounds, cleaning of all walks, parking lots, and drives. It shall be required that an on-site supervisor be present during all grounds keeping operations

officials and employees (in most areas 24 hours per day, 7 days per week).

of debris. The blade will be sharp enough to cut the grass evenly and cleanly. The grass shall not be cut closer than two (2) inches or higher than four (4) inches. Any excess clippings shall be removed from the lawn and any visible clippings shall be removed from all walks, streets, and driveways the same day mowing is done. The mowing of the entire lawn areas shall be completed in one (1) calendar day. This day can be negotiated with the COR but it will be an agreed upon, set day during the business week of Monday – Friday, of each week, between the hours of sunrise and sunset only.
If the day is on a National holiday, the mowing shall be completed the next business day or negotiated day agreed on by COR. The peak mowing season is considered to be March 1 through the end of November of each year, during which the mowing will be weekly. From December 1 through the end of February, mowing will be every other week. If the grounds are too wet to mow upon the scheduled grounds keeping day, it shall be accomplished as soon as the grounds permit. The regular schedule will resume the following week. Invoicing shall be for one-month periods after completion of all duties required for that month.
Grass shall be edged even with the edge of all sidewalks, curbs, and shrub beds. In addition, grass shall be trimmed around all control valves, under the perimeter fences and alongside all buildings, and control valves. The Contractor shall be responsible for any damage to the sprinkler system caused by the actions or work of its employees.
In the event of damage during grounds keeping services, the Contractor shall be responsible for the purchase of replacement sprinkler heads, sprinkler head risers, and control valves. The Contractor shall purchase, with prior COR approval, and provide the required replacements to the COR for
WATERING
The Contractor shall not be responsible for the operation and control of the sprinkler system. The only watering required of grounds keeping services is of the planted flower beds and shrubs.
Watering of flowers and shrubs should be done as necessary according to industry standards to keep plants living and healthy. The watering should be accomplished using the water hydrant and hose at the North entrance of the facility.
evenly controlled broadcast method, clean Bermuda grass seed, at the rate of one (1) pound of seed to each 10,000 square feet of lawn area. Bare sections shall be seeded at the rate of (1) pound of seed to each 1,000 square feet of area. The Contractor shall present the seeds to the COR prior to application and shall ensure that the COR has the option to witness the seeding operation.
DRESSING WITH TOP SOIL
Beginning with the month of May and during the growing season, the lawn area shall be kept level and dressed with topsoil. Eroded areas, wheel marks and other irregularities shall be filled and leveled to normal ground elevation, and if larger than 18 inches in diameter, seeded or sprigged as required to ensure complete coverage of the new topsoil.
Topsoil shall produce heavy growths of grass or other vegetation and shall be free of subsoil, brush, organic litter, objectionable weeds, clods, shale, stones, stumps, roots, or other material that might be eradication or by application of the approved chemical deterrent in accordance with the manufacturer’s directions. Any pesticides or herbicides used by the Contractor must be bio-based products (designated BioPreferred by the U.S. Department of Agriculture). The grounds will be treated with a pre-emergent according to industry standards twice (2) a year in February and
September. Grounds shall be fertilized three (3) times a year in March, June and October. Notice should be given to the COR to water as necessary after fertilizing.
Weeds or grass growing in the cracks of sidewalks and parking lot area shall be removed and areas treated with weed killer on each grounds keeping visit.
When requested by the COR, weeds or grass growing in the construction area in the Northwest fenced section of the facility shall be removed by weed eater or mowers. Areas shall be treated with weed killer when requested by the COR to keep grass and weeds at a minimum.
a. Fire ants: The Contractor shall maintain a comprehensive plan for the control of fire ants throughout the year. The Contractor shall treat all lawn areas and bush beds with a residual insecticide chemical which will be applied as needed. Any insecticide used by the Contractor must be a bio-based product (designated BioPreferred by the U.S.
Department of Agriculture). Particular attention and application shall be made around all sprinkler heads and control valves. From late March through early September, the
Contractor shall individually treat visible fire ant mounds by saturation with the residual insecticide chemical in accordance with the manufacturer’s directions. The residual insecticide chemical shall be approved by the COR before use.
b. As a part of the Government’s regular preventative maintenance program, the
Contractor shall make an annual application of approved insecticide and also at least one (1) annual treatment with an approved insecticide for plants and trees.
These preventative maintenance applications shall not preclude the necessary applications of insecticides for any other insectinfestations.
If insect infestation, fungus diseases or root diseases occur, they shall be controlled or treated as with the standard practices of the industry. Shrubs, bushes, and plants will be evenly formed in order to shape according to their natural growth habits. "Box" or "circular" shaping is not acceptable, except with hedges. Hedges must be sheared or pruned, as appropriate, to maintain their established shape and appearance. Dead shrubs and bushes shall be removed and the COR notified BEFORE removal. The cost of replacement of dead plants shall be submitted to the CO for approval prior to groomed. These vines and weeds will be removed at ground level and removed from shrubs to
PLANTING OF SEASONAL FLOWERS
The Contractor shall plant and maintain seasonal flowers in approximately 674 sq. foot in the flower beds bordering the main entrance to the facility. Seasonal planting shall be done twice a year between
March 1 and April 30 and between August 1 and September 30. Seasonal plantings shall consist of a minimum of two varieties of flowers planted and spaced in accordance with Nursery Association planting instructions. Flowerbeds shall be kept free of weeds on each visit. All plants which die or fail to develop noticeable growth within one year of planting must be replaced by plants of like size and type by the Contractor, at no additional cost to the Government. Suggestions are the following. If you do not choose from the list below, the choice of these flowers should be submitted to the COR in writing at least two weeks before scheduled planting.

TREE CARE
The contractor shall maintain tree limbs so they do not hang lower than eight (8) feet above the ground. Pruned limbs shall be removed on the same day that the pruning is done. Trees shall be fed once in the spring with an appropriate application of fertilizer around the tree’s drip line. If tree limbs or branches die, become diseased, broken, or twisted by high winds, the Contractor shall professionally trim, treat, and seal to prevent disease. Location and removal of fallen branches shall clippings, trash, debris, and plant residue at the completion of each scheduled grounds keeping visit.
The contractor will empty the trash cans in the Northeast park area and remove trash from the outside waste containers in that area.
The Contractor shall be responsible for accumulation, removal, and disposal of all debris and trash such as sacks, boxes, crates, litter, papers, grass clippings, pruning remains, dead trees, limbs, scrubs, bottles, jugs, barrels, cans, rags, and leaves which are covered in the performance of this contract.
Particular attention shall be given to the removal of trash and dirt from street drains, gutters, drainage ditches (including the drainage area on the East Side of the facility along the American Airlines fence line property), park areas, and fence lines. The Contractor shall physically remove all accumulated items completely away and off the premises each he performs work on the site. The Contractor shall dispose of all removed items in a manner which complies with all applicable local, county, city, state, and Federal laws and regulations pertaining to disposal activities of this manner.
