About this file
This document is a Contract User Guide for ITT72 Category 1 Public Safety Grade Wireless (PSGW) issued by the Massachusetts Operational Services Division (OSD). The contract involves two primary vendors: AT&T Corp. and Cellco Partnership doing business as Verizon Wireless. It is a statewide contract designed specifically for public safety entities within Massachusetts, including state agencies, local governments, and organizations with specific North American Industry Classification System (NAICS) codes related to public safety, emergency services, and critical infrastructure.
The contract provides cellular services and devices exclusively for public safety grade wireless communications, with a current contract term from June 30, 2022, to December 31, 2025. It offers a fee-for-service model allowing outright purchase of equipment related to wireless services, with pricing structured as ceiling/not-to-exceed rates that can be further negotiated. The contract is limited to entities that substantially provide first responder or public safety services, with specific eligibility defined by NAICS codes such as ambulance services, police protection, fire protection, courts, and critical infrastructure sectors. Both AT&T and Verizon have a 1% Supplier Diversity Program (SDP) commitment, and purchases can be made through the COMMBUYS platform, with provisions for soliciting quotes and documentation of purchases.
