About this file
This document is a single source purchase justification from the Ohio Department of Transportation (ODOT), specifically the Office of CADD & Mapping, requesting the procurement of software from Cardinal Systems LLC. The document is dated November 17, 2025, and involves the state of Ohio's transportation agency seeking to continue using Cardinal Systems' specialized aerial mapping software.
The purchase involves six software products: VrOne, VrTwo, VrThree, VrMicroStation, VrOrtho, and VrAirTrig, with a total cost of $13,300 for the service period of January 1, 2026 to December 31, 2026. ODOT determined this to be a single source procurement after finding Cardinal Systems and Hexagon ImageStation as the primary vendors in the industry, with no comparable US-based alternatives. The department notes that switching from Hexagon to Cardinal Systems software in FY22 resulted in approximately $40,000 in annual maintenance cost savings. The software is proprietary and specifically enables the production of basemaps from aerial photography, which integrates with ODOT's primary design software, Bentley OpenRoads Designer.

To whom it may concern, The Office of CADD & Mapping requests the single source purchase of software from Cardinal Systems, LLC. for the continued use of Cardinal Systems VrOne, VrTwo, VrThree, VrMicroStation, VrOrtho, and VrAirTrig software.
Supplier Name: Cardinal Systems LLC OAKS Vendor ID: 0000214346 Total Cost: $13,300 Dates of Service (if applicable): January 1, 2026 – December 31, 2026
1. Efforts to Identify Other Responsive and Responsible Suppliers:
In discussing aerial mapping software with firms ODOT has contracted with, we found Hexagon ImageStation and Cardinal Systems are the primary vendors in use. We are aware of a vendor with similar software in Canada, but we are not aware of any who are based in the US. Other DOTs that have moved from Hexagon ImageStation have standardized on the Cardinal Systems software. We did not find any other comparable software being utilized in the industry.
2. Determination of [Single/Sole] Source Status:
Cardinal Systems is proprietary software and provides tools for processing aerial photography. These programs allow production of basemaps from aerial photography to be used by Bentley OpenRoads Designer, ODOT’s primary design software.
3. Fair and Reasonable Cost Determination:
The cost is the same as it has been for the past 3 fiscal years. In FY22 it was found that replacing Hexagon software with Cardinal Systems software would save the department approximately $40,000 in annual maintenance costs.
4. ODOT’s History with the Supplier:
We have been happy with the support the software has provided us over the past 4 years.
5. Other Supporting Facts:
Office of CADD & Mapping has used this software for years and it works with other software that we utilize like Bentely OpenRoads Designer.
