About this file

The file is an Invitation to Negotiate (ITN-2539) issued by the Florida Department of Law Enforcement (FDLE) for a comprehensive Human Resource (HR) Candidate Onboarding Application. The solicitation seeks an existing, fully implemented Software-as-a-Service (SaaS) solution to digitalize FDLE's manual onboarding processes, with three primary implementation phases: an administrative web solution, a candidate-facing web solution, and a mobile solution. The project requires a platform providing secure document management, candidate tracking, multi-factor authentication, and role-based access controls, hosted in a CJIS-compliant U.S. Government Cloud environment. Proposals are due on June 13, 2025, at 2:30 PM ET, with an initial contract term of five years and potential for three additional one-year renewals, contingent on performance and fund availability.

The pricing structure captures full-burdened costs, including annual subscription fees for cloud hosting, data storage, technical support, and maintenance. Vendors must provide detailed pricing for base hosting, storage, support, and maintenance costs, as well as optional value-added enhancements. The contract will be subject to annual appropriations by the Florida Legislature and requires compliance with various state and federal regulations. The solution must integrate with FDLE's Active Directory and potentially support integration with the state's People First system. The procurement emphasizes the need for a pre-existing, proven SaaS solution that has been successfully implemented in similar government environments, with no specific set-aside designations or incumbent vendor mentioned.
