About this file

This document provides item descriptions for explosion proof boom and scissor lifts required by the Department of the Air Force Materiel Command Air Force Sustainment Center. The agency requires four battery-powered explosion proof articulating boom lifts with a minimum working height of 70 feet and horizontal outreach of 51 feet 10 inches for painting aircraft. The boom lifts must be certified for use in Class I Division I hazardous locations and equipped with customized fall protection systems. Additionally, four explosion proof scissor lifts are required with a minimum working height of 35 feet and platform size of 50 inches by 80 inches. These scissor lifts must also be certified for Class I Division I hazardous locations and include fall protection systems. Both the boom lifts and scissor lifts must operate for a minimum of eight hours on a single battery charge and include spare batteries, battery chargers, compressed airlines, and safety equipment. The contractor shall provide training to government personnel on operating and maintaining the equipment.

h. The boom lifts shall be used in a wet environment (chemical de-painting and washing of aircraft) and shall be designed with NEMA enclosures for wet hazardous locations.

i. The boom lifts shall be equipped with all minimum standard safety system equipment (i.e.

movement alarms, emergency stops, tilt alarms, and battery charge indicators, etc...).

j. The boom lifts shall have a bump protection system designed to stop movement of the platform if the bucket were to come in contact with an object.

k. The boom lifts shall be equipped with a collision avoidance system that is able to prevent or minimize the damage that could result if the boom lift contacts an object (i.e. aircraft, person, etc...).

l. Contractor shall provide a minimum of eight (8) hours Onsite Operator / PM Training for a minimum of two (2) Government personnel.

3.1.1 DIMENSIONS

The contractor shall provide boom lifts that are capable of reaching a minimum of 70 feet vertically and articulate to allow access to difficult to reach areas of any aircraft (tail section – verticals and horizontals). The boom lift shall also be equipped with an articulating jib that will provide access and maneuverability to all areas of the aircraft. The jib shall have a minimum range of articulation of 120 degrees.

3.1.2 ELECTRICAL CHARACTERISTICS

The explosion proof boom lifts shall be independently certified by an industry recognized laboratory for use in a NFPA 70 (National Electric Code) Class I, Division I hazardous location in which aerospace spray painting/depainting operations shall occur.

The NFPA 70 requirements include:

Class I, Division 1

A Class I, Division 1 hazardous location is a location where ignitable concentrations of flammable gases, vapors or liquids:

• can exist under normal operating conditions;

• may exist frequently because of repair or maintenance operations or because of leakage; or

• may exist because of equipment breakdown that simultaneously causes the equipment to become a source of ignition

Equipment intended for use in a Class 1, Division 1 area must be of the explosion proof, intrinsically safe or purged/pressurized type.

Explosion proof apparatus: "Apparatus enclosed in a case that is capable of withstanding an explosion of a specified gas or vapor that may occur within it and of preventing the ignition of a specified gas or vapor surrounding the enclosure by sparks, flashes, or explosion of the gas or vapor within and that operates at such an external temperature that a surrounding flammable atmosphere will not be ignited thereby."
