2.2 Description and Location
The FFS Forester-in-Charge will schedule all roller chopper services with the contractor for the identified service areas. The tracts requiring roller chopper services are within the boundaries of Blackwater River State Forest, located in Santa Rosa County, Florida. The site boundaries will be identified by woods roads, firebreaks, stand edges, or other methods as identified by FFS Forester-in-Charge with the contractor prior to roller chopper service delivery. The estimated total acreage of treatment area is approximately 610 acres.
The treatment areas are sites that have been clearcut 4-6 years prior. There are high densities of small pine and oak trees along with yaupons, vines and other underbrush in the treatment areas that range anywhere from five feet (5’) to 15’ tall. The treatment areas also have scattered pine and hardwood trees that are 8” diameter and up and up to 70’ tall. These larger standing stems that are one hundred feet or more from roads and boundary lines are to be left standing, unless directed by the Forester-in-Charge. The terrain is mainly flat to gently sloping. Target species include, but are not limited to, laurel oak, water oak, loblolly pine, yaupon holly, and woody vines.
The treatment area was sprayed with herbicide in June of 2025.
2.3 Estimated Quantities
The quantities provided in this ITB are estimates only and are to be used as a guideline. The Department reserves the right to add or reduce the number of acres for roller chopper services;
therefore, the Department assigned purchase order shall be the official determination for final quantities.
2.4 Equipment and Personnel Requirements
The contractor must provide a minimum of two (2) tractor/choppers in order to complete the project in a timely manner. The roller chopper must be able to cut through heavy woody debris up to four-inches (4”) diameter and flatten stems up to six-inches (6”) diameter. Drums must be a minimum of 42” diameter with solid blades that go across the full width of the drum and must be fully ballasted with water. If desired results cannot be achieved, then the contractor will need to perform a second pass over any improperly treated acreage.
The contractor’s equipment used to perform roller chopper services will be of the proper size and type and in such operating condition to safely and successfully accomplish the required work as specified above. Adequate safety measures must comply with all applicable federal safety requirements. The FFS Forester-in-Charge may order the removal or replacement of any unsatisfactory equipment. If the contractor's equipment breaks down, the contractor will repair, replace, or remove the equipment from the site within three (3) working days. Operations shall not remain idle for more than 48 consecutive hours without the approval of the FFS Forester-in- Charge. Contractor personnel problems must be resolved immediately to ensure delays are minimized.
The contractor shall perform the work in a safe and careful manner and will furnish and use such safety devices, methods, and measures as required to protect the contractor and its employees, Department personnel, and the public against bodily injury or damage to property.
All equipment must be cleaned and be free of all dirt and vegetation prior to entering the state forest and before work commences as not to introduce invasive plant species to Blackwater River State Forest.
The contractor must have the ability to track their location using a GPS system that will allow for the download of an ARC-GIS shapefile or geo referenced PDF map.
2.5 Treatment Specifications
The contractor shall provide a minimum of 95% service delivery coverage of designated areas.
Streaking must be kept to a minimum and skips or streaks must be treated at no cost to the FFS.
The contractor must track the work conducted using a GPS. GPS tracks must be shown to the FFS Forester-In-Charge before leaving each stand. The FFS Forester-in-Charge also reserves the right to see the GPS unit and check coverage at any time for any reason. A map showing the GPS tracks must also be submitted to the FFS Forester-in-Charge upon completion of work.
2.6 Weather Conditions
Roller chopping will not be allowed when the soil is saturated to the point that excessive soil damage or rutting occurs.
This contract may be cancelled if weather conditions warrant.
2.7 Resource Protection
Protection of Native Communities: Due to the highly aggressive nature of invasive exotic plants, the contractor must take precautions not to further spread any invasive exotic plant on any state forest. No soil disturbing activity may take place in areas infested by invasive exotics. The FFS Forester-in-Charge will identify all infested areas that must be avoided in the project pre-work meeting. All soil-disturbing equipment must be cleaned prior to removal from the site.
Protection of Wetlands: The contractor shall use every precaution necessary to prevent pollution of wetlands and ditches, by fuel, oils, other chemicals, silt, or other harmful materials. All wetlands and ditches shall be kept free of contractor-generated debris.
Protection of Archaeological/Historical Resources: The contractor, upon the discovery of suspected archaeological or historical materials, shall cease work in the vicinity of such material and immediately notify the FFS Forester-in-Charge.
Protection of Faunal Species: The contractor shall use every precaution necessary to prevent disturbing and harassment of wildlife encountered on the State Forest. The willful killing of any animal (i.e., amphibians, birds, fish, mammals, or reptiles) while working on State Forest lands will not be tolerated. Violations will void the contract, and the contractor may be subject to prosecution under appropriate wildlife laws.
Best Management Practices: The contractor shall adhere to and implement all applicable best management practices for silvicultural operations as outlined in the current Silviculture Best Management Practices Manual. silvicultural_bmp_manual.pdf

The Department will not pay for hauling, dumping, or tipping fees related to trash removal, debris removal, or any hazardous waste fees or other related waste fees.
2.11 Recommended Pre-Bid Site Visit
It is STRONGLY recommended that each vendor, before submitting a bid, inspect the site where the project is to be completed to satisfy themselves regarding all general and local conditions that may affect the preparation of their bid and cost of contractor’s performance.
