IBM GNU TOOL CHAIN / GCC COMPILER

SOFTWARE MAINTENANCE SUPPORT

STATEMENT OF WORK

SOW: IBM GNU TOOL CHAIN / GCC COMPILER SOFTWARE MAINTENANCE SUPPORT

C.1 Introduction The Security and Communications System, (SACS), is hosted by the Martinsburg Computing Center (ECC-MTB), This system supports IRS mission-critical applications (and associated workloads) attributable to: (1) IRS Current Processing Environment (CPE legacy) tax administration processing; (2) IRS Business Systems Modernization (BSM) tax processing; and, (3) IRS Development for both CPE and BSM.

C.2 Background The IBM z14 R1 mainframe infrastructure is the primary data processing platform for the IRS SACS processing. The IRS utilizes IBM’s Z Transaction Processing Facility (zTPF) for processing. The GNU Compiler Collection (GCC) Software is required to build and maintain z/TPF on a Linux system that is then executable on the z/TPF.

C.3 Scope The Scope of this order is to purchase annual software maintenance support for the GNU Compiler Collection (GCC) for a total of 48 months (base and 3 options periods). The IRS requires that the software specified herein be covered by a maintenance and support contract that also provides for corrective services in the event of a problem.

C.4 Technical Requirements The Contractor shall provide maintenance/support services which shall meet the functional requirements specified in Sections C.4.1 through C.4.6 below.

C.4.1 Provide vendor support for the GNU Tool Chain product, defined as the GCC Compiler (the Program), associated utilities and documentation required for z/TPF EE V1.1 through a 3rd party vendor, for use on Linux for z/Series, or on Linux on an Intel/AMD platform. Specifically,

· GCC, the GNU C compiler

· G++, the GNU C++ compiler

· GAS, the GNU assembler

· LD, the GNU linker

· The collection of binary utilities known as binutils C.4.2 This maintenance and support services shall provide for of any new releases and/or versions or known fixes to the compiler which have been tested with the corresponding future updates of the z/TPF target operating system. The customer will be informed of the details of the new package, including how to download the package via file transfer protocol (FTP). These updates for the GNU Tool Chain will be available either as all source in a tar ball, or as a binaries tar ball, via file transfer protocol (FTP).

C.4.3 The GCC compilers used for the z/TPF operating system require the GLIBC and LIBSTDC++ libraries. Any new releases and/or versions to this collection of libraries will be provided as part of the GNU Tool Chain Support.

C.4.4 Provide any updated or additional associated documentation to permit the customer to support the cross compiler for the z/TPF system. This documentation will be available via file transfer protocol (FTP).

C.4.5 Provide program defect support services (e.g. defect corrections, restrictions, and bypasses) for problems found with the Compiler and Utilities. Defect corrections will be available via file transfer protocol (FTP).

C.4.6 Provide any updates to Compiler and Utilities documentation in the form of Linux info pages.

C.5 Period Of Performance The period of performance includes a base period and 3 option periods as follows:

Base Year: March 2, 2020 through March 1, 2021 Option Year 1: March 2, 2021 through March 1, 2022 Option Year 2: March 2, 2022 through March 1, 2023 Option Year 3: March 2, 2023 through March 1, 2024
