About this file
This notice announces the intent to award a sole-source contract to YSI, Inc. for water level sensors and components. The National Oceanic and Atmospheric Administration seeks to procure WaterLOG/Design Analysis water level sensors to support maintenance efforts at environmental monitoring stations under its National Water Level Observation Network, Physical Oceanographic Real-Time Systems, and Texas Coastal Ocean Observation Network programs. The sensors include the NOAA Nile FMR51 Design Analysis radar sensor with a 20-meter range and the Design Analysis pulse radar sensor with a 70-meter range. These sensors were designed to provide precise measurements and withstand harsh marine environments for extended periods. The purchase supports existing stations and implements components that maintain compatibility with CO-OPS networks. Interested parties may request the solicitation and submit a capability statement by August 17th, but the determination to compete the requirement is at the agency's discretion.

Synopsis: Notice of Intent to Award a Sole-Source Contract
Announcement Number: NC-NT1000-23-01068 Project Title: WaterLOG/Design Analysis water level Sensors and components
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with YSI, Inc., using the procedures in FAR Part 13, to provide WaterLOG/Design Analysis water level sensors and components to support maintenance efforts at environmental monitoring stations that are part of the National Water Level Observation Network (NWLON), Physical Oceanographic Real-Time Systems (PORTS®), and Texas Coastal Ocean Observation Network (TCOON) maintained by the Center for Operational Oceanographic Products and Services (CO-OPS). The NOAA Nile, FMR51 Design Analysis radar water level sensor with a 20m Range, Part Number: 203360 (Formally Series 3611) is CO- OPS standard noncontact primary water level sensor used at environmental monitoring stations on the Atlantic coast, the Gulf of Mexico coast, throughout the Pacific, the Great Lakes, the Caribbean, and in coastal areas of Alaska. The Design Analysis pulse radar water level sensor with a range of 70 m, Part Number: NILE 517-M12 (Formally Series 3612) is CO-OPS standard sensor for measuring bridge clearance at stations in PORTS® throughout the United States.
Significant engineering effort was utilized to ensure these sensors not only provide the precise measurements required but also are capable of withstanding the harsh marine environments they are deployed in for extended periods of time and that the power consumption, size, and other characteristics are appropriate for the specialized data acquisition and logging system to which it is connected. This purchase is to support the existing environmental monitoring stations within the CO-OPS network. CO-OPS environmental monitoring systems are designed to operate with the components in this purchase. Implementing different components will result in compatibility issues.
The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
The North American Industry Classification Code (NAICS) for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a business size standard of 750 employees.
This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website.
The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
