About this file

This is a Notice of Intent to Award Sole Source contract issued by the Department of Veterans Affairs (VA) Network Contracting Office 15 (NCO15) for the Kansas City VA Medical Center. The VA intends to award a one-time purchase, firm fixed price sole source contract to Bravo, Inc. (Service-Disabled Veteran-Owned Small Business, UEI: HUN2LAYMAWA2, located at 1811 SE 5th Ave, Cape Coral, FL 33990) for BreezeConnect HL7 Interface Software. The procurement includes BreezeConnect HL7 Interface Software for ADT, Orders and Results; BreezeReview; Electronic Signature Software; Pulmonary Consult Software; one year of network software support; and two days of onsite operator training for up to four people. The award is justified under FAR 11.105 (Items Particular to One Manufacturer) and VAAR 819.7008 (sole source awards to verified service-disabled veteran-owned small businesses). The NAICS code is 541511 (Custom Computer Programming Services) with a $34 million size standard.

The justification for sole source procurement is based on the proprietary nature of MGC Diagnostics' BreezeReview and BreezeConnect applications, which are the only solutions capable of integrating with the Kansas City VAMC's existing Medgraphics pulmonary function lab equipment and the Somnoware Oracle Health-approved platform. Market research conducted through GSA Global Supply, National Acquisition Center, High-Tech Medical Equipment database, Supply Chain Master Catalog, ADDSUP, GSA eLibrary, and GSA Advantage identified multiple potential vendors, but the procurement was determined to be sole source because only MGC Diagnostics (through authorized distributor Bravo, Inc.) can provide the required HL7 server integration with VISTA. Responses challenging the sole source determination are due by 11:00 AM Central Time on August 13, 2026. Inquiries must be submitted via email to cory.rosene@va.gov. The contracting officer certification is digitally signed by Cory Rosene, dated August 3, 2026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

BreezeConnect HL7 Interface Software for ADT, Orders and Results, BreezeReview, Electronic Signature Software, Pulmonary Consult Software, One Year Network Software Support, Two Day Onsite Operator Training (up to 4 People).

Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The BreezeReview and BreezeConnect applications developed by MGC Diagnostics are proprietary. Because MGC Diagnostics maintains full control over its software and interfaces, only MGC can provide the HL7 server required for the Kansas City VAMC and ensure proper integration with VISTA. MGC Diagnostics is also the sole vendor capable of integrating its BreezeConnect interface with Somnoware, the Oracle Health–approved platform.

The KCVA currently operates MGC diagnostic devices using the Breeze Suite software, including plethysmography box, Ultima systems, and spirometers. These devices, most of which were purchased within the last two years, depend on MGC’s proprietary software. For this reason, the facility has only evaluated MGC’s HL7 interface, as adopting a different vendor’s solution would require replacing all devices.

While other brands, such as the have been contemplated and could potentially be used in the future Federal EHR environment, pursuing this option

Revision: 02 Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID#: 36C255-26-AP-2596 would result in substantial and unnecessary duplication of cost, effort, and time. A competitive procurement process would be required, and the outcome would almost certainly necessitate purchasing entirely new diagnostic equipment as well as a new interface.

Proceeding with the BreezeReview solution avoids these significant inefficiencies. It ensures continuity with existing equipment, maintains compatibility with the current software environment, and relies on the only vendor capable of meeting the KCVA’s technical and clinical integration requirements.
