About this file
This document provides a Notice of Intent to Award a Sole Source Contract for air cargo transportation services within the Pacific Ocean area, Pacific Rim Islands and other U.S. interests. The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS) intends to award a sole source contract to Aero Micronesia, Inc. dba Asia Pacific Airlines to provide these services for a base year and four option years. The services are needed to quickly transport medical supplies or other cargo in the event of a national emergency and must include 24/365 readiness, response times as short as 12 hours for Strategic National Stockpile asset movement, and completion of training drills. It is asserted that Asia Pacific Airlines is the only "all cargo" airline with flights originating in both Honolulu and Guam serving the specified locations and that air cargo charter is needed to meet the expedited response requirement. Capabilities statements from other sources must be received by July 6, 2020 to be considered, with award of the sole source contract to follow.

Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in
FAR 6.302-1(a)(2). This notice of intent is for informational and planning purposes only and does not constitute a solicitation. The Office of the Assistant Secretary for Preparedness and
Response (ASPR), Division of Strategic National Stockpile (DSNS), intends to award a sole source contract to Aero Micronesia, Inc. dba Asia Pacific Airlines, 3033 Aolele St., Honolulu, HI
96819-1801.
The statutory authority for this sole source acquisition is 41 U.S.C. 253(c)(1) as set forth in FAR
Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 48121, Non-Scheduled Chartered
Freight Air Transportation. The period of performance is a base year and four (4) option years.
The mission of the Division of Strategic National Stockpile (SNS) is to deliver critical medical assets to the site of a national emergency. DSNS achieves this mission by operating and maintaining the ASPR Strategic National Stockpile (SNS). The SNS contains medical countermeasures that could be used for a chemical, biological, radiation, or nuclear events. In the event of an emergency, the United States may have a need to quickly transport medical supplies or other cargo to the Asia Pacific islands. The purpose of this award is to obtain transportation services within the Pacific Ocean area, Pacific Rim Islands and other U.S. interests within the
Pacific Ocean area. These Air Cargo Transportation Services must include 24/365 readiness, SNS asset movement (response time may be as little as 12 hours), and the completion of training drills in preparation for asset movement. The Contractor is expected to furnish aircraft, as well as all necessary personnel, facilities, equipment, materials, and supplies to provide these services.
It is believed that Asia Pacific Airlines is the only “all cargo” airline with flights originating in both Honolulu and Guam with service to the Federal States of Micronesia, American Soma, Palau, the Marshall Islands, and Saipan. For purposes of expediency, air cargo charter (as opposed to passenger) is needed to complete this requirement. For these reasons, it is believed that Asia Pacific is the only vendor that can successfully complete this requirement.
These services were previously performed under a sole source award to Asia Pacific.
As a result of this Notice of Intent, no competitive solicitation will be posted on beta.SAM.gov.
We will issue only one solicitation to Asia Pacific. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement.
All capabilities/qualification statements must be received NO LATER THAN July 6, 2020 at
12:00 PM (Noon) EST and sent to Caleb Owen via email ONLY at Caleb.Owen@hhs.gov with the Intent to Sole Source – Asia-Pacific Charter Services referenced in the subject line.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
