Text version

Intent to Award a Single Source Purchase Order – Standards Subscription The Bureau of Safety and Environmental Enforcement (BSEE) intends to issue a single source purchase order to IHS Global Inc. (IHS) pursuant to Federal Acquisition Regulation (FAR)

13.501 (a). The BSEE Office of Offshore Regulatory Programs (OORP) requires electronic online access to standards documents being considered for incorporation into the regulations or already incorporated into such by reference (IBR). The required service will facilitate BSEE’s management of mineral resources offshore of the U.S. outer continental shelf (OCS); and will allow for access in real-time to the most current/active edition(s) and historical editions of all industry standards IBR into the bureau’s regulations, as well as standards of interest that are relevant to the BSEE mission. The anticipated order, including all option periods, will be for a maximum term of five years.

IHS is the only vendor that can provide the most comprehensive portfolio of standards and subjects available in its online library. Therefore, obtaining access to standards from any other provider would result in a failure to maximize government resources and create obstacles for OORP in achieving its mission. For these reasons, IHS is the only source capable of successfully meeting the requirement.

This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which will be considered if received before 18 April at 5 p.m. Eastern Time. A determination not to compete the described effort based upon responses to this notice is at the discretion of the government. Documentation shall be submitted via email to Michael Gilham at michael.gilham@bsee.gov with the number of this notice in the subject line.
