About this file
This is an intake form for a solicitation issued by the City of Palm Desert, California, for on-call court maintenance and repair services. The City seeks qualified contractors to provide maintenance, repair, resurfacing, and replacement services for outdoor recreational courts including tennis, basketball, volleyball, and pickleball courts, along with related amenities such as fencing, nets, and shade canopies at seven City-owned park and facility locations. Services will be performed on an as-needed basis throughout the contract term. The RFP was released on July 22, 2026, with questions due July 31, 2026, and proposals due August 12, 2026, at 2:00 p.m. via OpenGov Procurement. The three-year Maintenance Services Agreement will run from October 8, 2026, through June 30, 2029, with no renewal options specified.
The anticipated contract value is $150,000 over the three-year period. Pricing proposals must include unit costs for court surface maintenance, pavement repairs, and hourly labor rates, with materials reimbursed at documented actual cost plus a maximum 15 percent markup. Bidders must be registered with the California Department of Industrial Relations and hold appropriate California Contractors State License Board certifications, including Class B or specialty licenses C-32, C-13, or C-8. The contract is subject to California prevailing wage requirements under California Labor Code Section 1720(a). Evaluation criteria include firm experience and past performance (25 points), qualifications and key personnel (15 points), approach to providing services (25 points), availability and capacity (15 points), and price proposal (20 points). The City retains discretion to add, remove, or modify facility locations during the contract period and reserves the right to reject any or all proposals or cancel the RFP without obligation.

Reason the City Believes this Procurement is Necessary:
The City does not have the specialized staff, equipment, materials, or contractor licensing necessary to perform athletic court maintenance and repair services in-house. These services require specialized knowledge and experience in court resurfacing systems, line striping, fencing, net systems, and related repairs to ensure safe, durable, and regulation-compliant playing surfaces. Procuring an on-call contractor allows the City to obtain qualified personnel with the appropriate California contractor licenses, specialized equipment, and technical expertise needed to perform these services efficiently while maintaining the City's recreational facilities in a safe and functional condition.
