Fire Suppression System Inspection Services
Federal Complex Complex (FCC) – Beaumont, Texas
Dear Quoter:
Attached is a solicitation package prepared by the Federal Bureau of Prisons for services titled “Fire
Suppression System Inspection Services” at the Federal Correctional Complex (FCC), located in
Beaumont, Texas. This package contains all necessary information to submit a quote.
The Government intends to make a single award for a firm-fixed price contract, consisting of one base year and four option years, to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to the solicitation is determined to be the best value to the Government.
When submitting your quote, you shall consider all information provided herein. Please carefully follow all instructions concerning content, format, and submission of quotes. Failure to do so may result in your quotation to be eliminated from consideration for award. Complete and submit pages

All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7 System for Award Management which requires that an offeror be registered in SAM when submitting an offer or quote and continue to be registered throughout the duration of the contract. Quoters shall include their Unique Entity Identifier (UEI) number in their quotations. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's UEI number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoters SAM registration should include NAICS code 561621.
This is a 100% Small Business Set-Aside. Your business size metrics information in SAM must meet the small business size standard requirement for NAICS code 561621 (reference
FAR provision 52.219-1 in the Representations and Certifications section of your SAM registration).
All communications regarding this RFQ, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person.
Please read the important instructions that are incorporated by reference in the provision at FAR
52.212-1, “Instructions to Offerors-Commercial Items”, and any addendum thereto. The
Contracting Officer assigned to this procurement is the undersigned.

SITE VISIT:
A pre-bid Site Visit has been scheduled for Tuesday, December 12, 2023 at 12:00 p.m. CST at the Central Administration Building (CAB), 5430 Knauth Road, Beaumont, TX 77705. This is the only pre-bid site visit scheduled. The pre-bid site visit is not mandatory. However, all offerors are urged to attend.
NCIC background checks will be required for each participant attending this conference. The authorization for release of information (Form BP-A0660 NCIC Check, Contractor Pre-Employment
Form and Residency Requirement Certification Form, attached) shall be completed for each attendee and submitted to FCC Beaumont, no later than December 07, 2023 at 1:00pm CST. Email all required forms to James Fennel, Facilities Administrator at jfennel@bop.gov. For questions on filling out the NCIC form, contact Mr. James Fennel at (409)727-8187 ext. 3392.
The forms must include a cover letter indicating they are for the Fire Suppression System
Inspection Services solicitation, in addition to the following information:
• Company name and list/number of individuals from the company who will be attending.
• Phone number/point of contact for the company for notification of any NCICs that are denied.
NOTE: The FBOP is prohibited from divulging any information regarding any reasons for NCIC denials. Only the fact that a person has been denied will be communicated to the company point of contact.

All contractors approved to enter the institution for the pre-bid meeting must bring a photo ID and license plate number. The following are not allowed: Weapons (including pocket knives), cell phones, blackberries, pagers, radios, cameras, drugs and alcohol. Contractors will be permitted to wear jeans in the institution, however, shorts, green or khaki-color clothing will not be permitted.
The clothing will be proper and suitable for the services that are being provided. Please arrive at least 15 minutes early to allow time for security purposes.
PRE-BID QUESTIONS:
Any questions relating to the solicitation shall be sent, in WORD FORMAT to Sarah Burke, Supervisory Contract Specialist, via email at sburke@bop.gov no later than Friday, December 15, 2023 at 10:00am CST. In order to provide sufficient response time, prior to the offer due date, the
Government is establishing the above cut-off date for questions about the solicitation. All offerors shall offer in accordance with the current solicitation to include all amendments (if any) as issued by the Contracting Officer only.
Your attention is directed to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this RFQ. Prospective quoters are also cautioned against discussing the preparation of their quote (or any technical questions) with Government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote.
Accordingly, all communication prior to award shall be directed to the Contracting Officer, in writing, at the above referenced email address.

Quotes shall be received on or before the deadline of Friday, December 22, 2023, at 1:00 p.m.
Central Time. Quotes shall be submitted electronically, via email, to sburke@bop.gov and will be deemed received at the time as indicated on the email notification. Faxed and hand delivered quotes will not be accepted. Quotes received after the quote deadline will be handled in accordance with
FAR 52.212-1(f).
