About this file

This is an Inquiries and Answers document for RFP AABA 2027-0021, a Dental Benefit Program solicitation issued by the State of Colorado's Department of Personnel Administration (DPA). The document addresses vendor questions regarding the submission of claims and utilization data for bidding purposes on the State's self-funded dental plans. The solicitation requires offerors to submit financial proposals based on comprehensive paid claims history, enrollment census data, and plan summaries that have been provided in the solicitation materials. The State has declined to provide additional transaction-level claims data or Explanation of Benefits (EOB) utilization information beyond what is already included in the exhibits.

Offerors must develop their financial proposals using only the exhibits and information currently available in the solicitation package. The State determined that the provided comprehensive paid claims history and enrollment census data contain sufficient actuarial baseline information necessary for bidding on the dental benefits account, particularly given the self-funded nature of the dental plans. Vendors should not expect supplemental claims or utilization data to be released, and all pricing and programmatic recommendations must be formulated based on the existing solicitation materials provided by the State.
