LIMITED- SOURCES JUSTIFICATION

1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division, is the contracting activity.

2. This justification is for the acquisition under the authority of the Electronic Catalog (ECAT) Multiple-Award Schedule Program of brand name products and related accessories that are essential to the US Air Force’s (USAF) requirements The products being acquired are supplied under CareFusion Solutions LLC’s ECAT contract, number SPE2D1-18-D0009, which expires 12/20/2022.

3. The US Air Force (USAF) has requirements for the following Infusion Pump System with associated components, and software licenses supplied by CareFusion:

Requisition: FM6924-8053-0014 Item description: Alaris(R) PC - next generation (A control unit per point of care (PC)) CareFusion P/N: 8015 Quantity: 50 each Unit price: $2053.60 Subtotal: $102,680.00

4. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B): only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The CareFusion infusion pump systems and related accessories identified above are the only products available on ECAT that can meet the USAF’s minimum needs.

The CareFusion infusion pump systems will be utilized at the Craig Joint Theater

Hospital Afghanistan in the Intensive Care Unit, Immediate Care Ward, Emergency Room and Operating Room.

(a.) The USAF’s minimum requirements for an infusion pump system are as follows:

• The infusion pump system shall consist of both large volume infusion pumps and syringe infusion pumps to continuously or intermittently deliver fluids, medications, blood and blood products to adult, pediatric or neonatal patients.

• The infusion pump system shall include safety software to help deliver the right dose or dose rate, to reduce intravenous (IV) medication errors, enhance patient care, track and measure system performance.

(b.) Other considerations at Craig Joint Theater Hospital:

As the only Air Force theater hospital in Afghanistan, most of the types of injuries that are treated in the hospital require the need for some type of infusion of IV fluid, blood/blood products and/or medication. The CareFusion Alaris infusion pump system provides the capability of large volume infusion and syringe infusion for neonatal, pediatric and adult patients. With the Guardrails Suite MX software, it allows the facility to standardize and customize parameters for up to 3000 drugs. This software can help reduce medication errors, enhancing patient care and safety. In addition, the Alaris infusion system is designed in modular. There are several advantages with the modular designed Alaris infusion system. These advantages are a single user interface for multiple infusion pumps, saving space, required less training and support. One Alaris PC unit can be added up to four infusion modules in any combination of different types of the Alaris infusion pump modules to provide up to four infusion channels per point of care. Each of the infusion channels can be controlled via a single user interface (Alaris PC unit).

5. DLA Troop Support has determined the prices of supplies under the DLA Troop support ECAT Contract fair and reasonable based on a favorable comparison to commercial invoices. DLA Troop

Support will try to obtain further decreases based on quantity discounts. This acquisition represents the best value to the Government consistent with FAR 8.404(d).

6. Market research was performed in ECAT by the DLA engineer in July 2018 which revealed that there are other manufacturers of infusion pumps that are available on ECAT. The other manufacturers’ products are described below:

• M362 syringe infusion pump manufactured by Thermo Fisher Scientific (manufacturer part number: M362F) Vendor can only provide syringe pumps and not large volume pumps. No safety software is provided. Therefore does not meet the minimum requirements as specified in 4(a).

• KD Scientific single syringe infusion pump manufactured by KD Scientific (manufacturer part number: KDS100) Vendor can only provide syringe pumps and not large volume pumps. No safety software is provided. Therefore does not meet the minimum requirements as specified in 4(a).

• Medfusion 3500 syringe infusion pump manufactured by Smiths Medical (manufacturer part number: 3500060001). Vendor can only provide syringe pumps and not large volume pumps. Therefore does not meet the minimum requirements as specified in 4(a).

Among the three infusion pumps above, only Medfusion 3500 syringe infusion pump manufactured by Smith Medicals is provided with safety software. In addition, these similar infusion pumps, which are currently available on ECAT, are syringe infusion pumps while the required infusion pump system shall include not only syringe infusion pumps but also large volume infusion pumps. None of these manufacturers produces large volume infusion pumps. The market research demonstrated that the other similar products on ECAT do not meet the USAF’s needs, and that the CareFusion Alaris infusion pump system listed in paragraph 3 is the only product currently on ECAT that can meet all of the USAF’s minimum requirements.

7. Any ECAT vendor not currently offering the required product will have the opportunity to add the product. Furthermore, ECAT vendors have the opportunity to add new products that fall within the scope of the ECAT contract at any time, enhancing competition for future acquisitions.

8. DLA Troop Support will attempt to locate other acceptable sources for future routine requirements as they arise; however, any new item would be required to meet the USAF's rigorous requirements.

9. As the Contracting Officer, I hereby certify that the information contained in this Limited-Sources Justification is accurate and complete to the best of my knowledge and belief.

I hereby certify that the requirements which form the basis of this justification are accurate, that these supplies meet the Government's minimum needs and that this justification is accurate and complete to the best of my knowledge and belief.
